About the Department
The partnership between the Department of the Air Force (DAF) and National Institute of Food and Agriculture (NIFA) has increased access to a variety of research-based resources, staff training, and educational youth programs, along with abundant youth camping opportunities, to include support specifically targeted for children of our reserve component families. Youth programs offer innovative, community-responsive youth development opportunities in various fitness and health, deployment support, resilience building, academic enrichment, and community service activities to Total Force youth worldwide. This global effort is made possible through ongoing national partnerships that enhance programs and expand the reach to additional families living on Air and Space Force installations and in civilian communities.
The program is designed to increase partnerships and conduct targeted outreach that supports military-connected children of all ages living off or on Air and Space Force installations to enhance Air Force/4-H Military Partnerships supporting active duty, Guard, and Reserve populations. Programs must:
  1. Establish and sustain 4-H clubs, positive youth development experiences, and leadership opportunities for Air Force youth and teens, specifically targeting geographically dispersed military-connected youth, and/or;
  2. Support Land-grant University Extension Educator positions to provide outreach and technical assistance to DAF Child and Youth Programs. The Extension Educator(s) will assist DAF with understanding and applying positive youth development principles and support the professional development of installation personnel by conducting on-site training, webinars, and programs. The Extension Educator(s) must identify the needs of Air Force youth both on and off installations, liaise between the 4-H Military Partners, and assist in developing resources and reports; and
  3. Develop 4-H camps in coordination with the local DAF installation that provides Air Force youth with 4-H camping programs and experiences.

Essential Job Duties
Overview of the Job:The AF 4-H Program Manager is responsible for providing support, coordination, and leadership to DAF Child and Youth Programs (CYP) in various project areas related to 4-H programs and resources, training, technical assistance, youth camp programs, and teen leadership opportunities. This role entails fostering partnerships, facilitating training, coordinating events, and developing programming to enhance the experiences of military-connected children, youth, and families.
Responsibilities:
Establishing and Sustaining 4-H Clubs and Programs:
  • Coordinate with Air Force Youth Programs and 4-H Extension Educators to establish and sustain 4-H clubs and programs at Air Force bases worldwide.

Strengthening 4-H Programs and Relationships:
  • Provide leadership, technical assistance, training, and resources to strengthen 4-H programs and foster relationships between Air Force Youth Programs, State 4-H Military Liaisons, and County 4-H Extension Educators.

Supporting Air Force Teen Programs:
  • Coordinate efforts supporting Air Force Teen Programs, including Youth of the Year, Air Force Teen Council (AFTC), and Air Force Youth Camping programs.

Event Coordination:
  • Coordinate and conduct the annual Air Force Youth of the Year Forum and Recognition Ceremony.
  • Develop agendas, leadership training, and activities for events in collaboration with relevant stakeholders.

Youth Camping Opportunities:
  • Plan, coordinate, and conduct youth/teen camping opportunities in partnership with DAF staff.

Training and Technical Assistance:
  • Provide training and technical assistance to Air Force Youth Programs staff, including identifying online resources, conducting webinars, and offering face-to-face support.

Integration with Other Youth Programs:
  • Assist Air Force Youth Programs in understanding and applying connections between 4-H and other military youth partner programs.

Research and Resource Sharing:
  • Maintain knowledge of trends in children, youth, military families, and positive youth development.
  • Gather research and resource information to share with DAF and program partners.

Program Development and Implementation:
  • Develop and disseminate needs assessment tools and create resources, lesson plans, and curriculum for training purposes.
  • Design activities and events for replication in DAF programs.

Communication and Capacity-Building:
  • Create strategies for communication and capacity-building to better support military-connected audiences.

Professional Development:
  • Enhance opportunities for professional development and technical assistance for Department of Defense (DoD) youth development professionals.

Other Responsibilities
  • Driving a vehicle, either personal or from rental/fleet services, is essential for the person in this position, as travel by car and airplane will be required.
  • Must be able to travel independently, nationally and internationally, without relying on others.
  • Must be able to obtain security clearances necessary to visit DAF and other military installations to conduct site visits and conduct training.
  • Other duties as assigned.

Qualifications
Minimum Education and Experience
  • Bachelor's degree in management, communications, education, organizational science, or related field and two years of relevant experience.
  • Experience communicating with a variety of people (peers and superiors) in diverse settings (small meetings, conference calls, one-on-one consultations, etc.)
  • Superior comfort level speaking in groups, particularly when facilitating discussion of competing ideas or needs.
  • Experience developing, implementing, and evaluating professional training for youth workers

Other Required Qualifications
  • Strong written, verbal, and presentation skills
  • Excellent interpersonal and communication skills, including verbal and written, both in detail and summarizing, apply to both in-person interactions and remote (ex. via Zoom or other web conferencing modality)
  • Ability to work in a team and establish professional relationships with DAF officials, NCSU staff, and other key internal/external clients, vendors, and stakeholders.
  • Familiarity with web-based communication and collaboration tools.
  • Excellent organization and follow-up skills
  • Experience in 4-H youth development or other Cooperative Extension programming
  • Must submit to and successfully pass a National Agency Check and Inquiries (NACI) background check

Preferred Qualifications
  • Master's degree in management, communications, education, organizational science, or related field
  • Experience with 4-H club work and military child/youth programming
  • Demonstrated leadership, organizational, and project management skills.
  • High level of independence and initiative.
  • Experience working with education-based professionals, projects, and products.
  • Demonstrated commitment to equity and diversity
  • Willingness to engage in professional development to stay abreast of best practices
  • Demonstrated strong work ethic with a willingness to work flexible hours, as needed
  • Commitment to customer service and the ability to multitask, meet deadlines, and work successfully in a fast-paced environment.

  • A valid NC Driver's License and the ability to obtain an NC Driver's License within 60 days of hire.
  • A valid Driver's License must be maintained throughout employment.
