Key Responsibilities
Program Leadership: Provide strategic direction and leadership for the multi-agency program, ensuring alignment with organizational objectives and stakeholder priorities.
Stakeholder Management: Foster strong relationships with key stakeholders across participating agencies and partners, effectively managing expectations and resolving conflicts as they arise.
Project Planning and Execution: Develop comprehensive project plans, timelines, and milestones, overseeing the execution of tasks and deliverables across multiple teams, external and internal.
Risk Management: Identify potential risks and dependencies within the program, implementing mitigation strategies and contingency plans to minimize disruptions and ensure timely delivery.
Resource Allocation: Optimize resource allocation across projects, balancing competing priorities and constraints to maximize efficiency and effectiveness.
Budget Responsibility: Support ADOR Budget Director in ensuring fiscal responsibility throughout the project lifecycle.
Quality Assurance: Establish quality standards and metrics to assess the performance and outcomes of program activities, implementing continuous improvement initiatives as needed.
Communication and Reporting: Facilitate transparent communication and reporting mechanisms to keep stakeholders informed of program progress, milestones, and challenges.
Team Development: Foster a collaborative and high-performing team culture, providing mentorship, guidance, and professional development opportunities to program staff.
Metrics and Measurement: Identify and use appropriate metrics and KPIs to effectively track project/program success.
Compliance and Governance: Ensure compliance with relevant regulations, policies, and standards governing IT programs, maintaining adherence to established governance frameworks. Drive project decision-making to the right level of the organization (Lean). Ensure that significant issues are elevated to executives for resolution while keeping day-to-day decisions at the functional level to keep the project moving forward.
Experience Required:
- Proven experience (minimum 7 years) managing large-scale IT programs & projects, preferably in a multi-agency or government setting.
- Strong understanding of project management methodologies (e.g., Agile, Waterfall) and tools (e.g., Azure DevOps, Jira, Microsoft Project, Microsoft Office 365, Google Workspace).
- Exceptional leadership and interpersonal skills, with the ability to influence and motivate cross-functional teams and stakeholders that span company leadership, peers, contract personnel, other agencies, partner companies, and vendors.
- Demonstrated expertise in risk management, budgeting, and resource allocation within complex project environments.
- Excellent communication skills, both written and verbal, with the ability to convey concepts to both technical and non-technical audiences.
- PMP, PgMP, or similar certifications preferred. Fluency in reading, writing and speaking English.
- Experience working with diverse teams and fostering inclusivity and collaboration in a multicultural environment.
Education Required:
Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field (Master's degree preferred).
