AMA has a need to add a Program Management Analystwith a background in prime contracting and subcontracting to support the Program Management Office of the RSES contract at NASA Langley Research Center, Hampton, VA.
Job Description
AMA is looking for a program/project analyst with experience in budget management and analysis to complement our team of account managers, contract managers and subcontract administrators. AMA is looking for candidates with a broad understanding of the project management lifecycle who can perform a variety of project administration support services involving data review, reporting, budget review, and funding analysis.
Typical Responsibilities will include:
- Preparation of comparative evaluation of actual costs against budgeted funds and research into drivers for variances between costs and budget.
- Assist the Program Management team in:
- Evaluating and monitoring the financial performance of programs to ensure that program implementation is on target throughout the project lifecycle
- Maintaining subcontract funding levels through incremental funding
- Analyzing trends in spending including manhours and cost
- Establishing personnel forecasts
- Preparing monthly variance reports with associated footnotes
- Communicating Estimate at Completion (EAC) and Estimate to Complete (ETC) in desired format using planning and management tools
- Work with Program Management Office stakeholders to research cost performance concerns and issues and implement corrective actions.
The role may involve development of tools for data collection, reporting criteria and records and implementing procedures to fulfill project objectives.
Candidates should be self-starters and innovative thinkers capable of working with senior contract leadership and staff at all organizational levels.
Minimum Requirements
- MS degree in Business Administration, Management, or closely related field plus and at least a minimum 3 years post-degree experience or an BS degree and a minimum of 7 years experience.
- Experience supporting government contracts.
- Demonstrated experience evaluating and monitoring the financial performance of programs subject to incremental government funding, monitoring subcontract funding levels and subcontract cost performance.
- Experience developing and monitoring personnel forecasts.
- Strong skills in Microsoft Excel, including for developing and maintaining pivot tables.
- Knowledge of budget formulation including labor, travel, and other direct costs
- Strong computer skills; able to build proficiency with customer-provided management software (iSite)
- Strong problem solving skills
- Available to work onsite at NASA LaRC
Preferred Qualifications
- PMP certification or other formal project management training
- Prior experience supporting a Program Management office, particularly for a support service contract
- Experience supporting NASA contracts and with NASA financial management stand forms, including 533M
- Experience using data visualization tools including Power BI
- Experience developing custom reports and dashboards for management communication
This work is performed on-site at a Government Facility, therefore ability to gain physical access is a requirement.
