- Recent graduates who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date.

You may qualify at the GS-9 level, if you fulfill the following qualification requirement:
Have one year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-07) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Assisting in providing advice on administering and executing staffing recruitment and placement programs. This experience includes, but is not limited to, job analysis, strategic recruitment discussion, qualifications determinations, special hiring authorities (e.g., DHA, EHA, etc.), and alternative candidate sourcing methods; and 2) Assisting in providing input to revising policies and procedures in order to improve internal operations.
OR
Education: Have a master's degree or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.

Combination of Experience and Education: Have some specialized experience as described in A but less than one year, and I have some graduate education as described in B but less than 1 year. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
Have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-9) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) providing technical advice on administering and executing staffing recruitment, placement programs. This experience includes, but is not limited to, job analysis, strategic recruitment discussion, qualifications determinations, special hiring authorities (e.g., DHA, EHA, etc.), and alternative candidate sourcing methods; and 2) performing program evaluation and providing input for revising policies and procedures in order to improve internal operations.

Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. (Note: You must attach a copy of your transcripts for verification).
OR
Combination of Experience and Education: Have a combination of specialized experience and education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
