General Description
The Environmental Health Program Coordinator for our Onsite Wastewater Treatment & WellWater Programs works as part of our Environmental Health team and manages and coordinates all activities associated with the Onsite Wastewater Treatment and Water Well Program. This includes but is not limited to, the training, supervision, and administration of personnel involved with promoting environmental health and enforcing environmental health laws and regulations, advising environmental health staff in matters relating to food safety, water wells, and/or Onsite Wastewater Treatment systems (including inspection, training and enforcement of ordinance provisions) and ensuring the Food Protection, Onsite Wastewater Treatment and/or Water Well Programs continue to meet or exceed compliance with Illinois Department of Public Health (IDPH) requirements for local health departments and county ordinances.

- Apply principles and practices of effective leadership and management.
- Know plans, materials, and types of equipment used in the construction of applicable environmental health facilities, such as food service establishments, retail food stores, private Onsite Wastewater Treatment systems, water wells, and other facilities under the local agency's jurisdiction.
- Know local, State, and Federal legislation and administrative rules applicable to environmental health programs.
- Communicate effectively, verbally, and in writing.
- Advise staff members and members of the public on technical questions relating to various ordinance and code interpretations.
Essential Functions
- Assumes responsibility for personnel assigned to the program(s), including training, development, and performance appraisals.
- Assumes primary responsibility for the overall planning, development, maintenance, and evaluation of environmental health program(s) in accordance with local and state laws, regulations, and sound environmental health principles.
- Assists in the recruitment and selection of staff when required.
- Evaluate specific program(s), perform studies for projects of department interest, update procedural guides periodically, and assume responsibility for uniformity.
- Reviews and evaluates the work of subordinate personnel.
- Confers with county residents and public officials and counsels regarding environmental health problems of the community.
- Institutes record systems and report forms for office and field use; correspond with other agencies and interested parties regarding technical problems, laws, regulations, and other aspects of environmental health programs.
- Review staff recommendations for corrective action for individual sanitation problems and staff approval of plans for food service establishments, private on-site Wastewater Treatment systems and water wells, and other environmental facilities. Provide recommendations to individuals to assist them in attaining approval of permit applications.
- Assists in the formulation of service area policies.
- Adapts existing environmental health program(s) to changing community needs and recommends implementing new programs.
- Maintains program(s) in compliance with local and Illinois Department of Public Health requirements.
- Prepares environmental health ordinances for adoption in accordance with recommended standards and considers industry impact.
- Prepares food, Onsite Wastewater Treatment, or water well program budgets, supervises billing and collecting fees, and issues permits. Monitors budget expenses.
- Coordinates and conducts instructional seminars and training for staff, industry personnel, and the public.
- Disseminates technical information to the service area staff, public, and industry.
- Evaluate ordinance variance requests and formulate approval or rejection based on environmental and public health issues.
- Maintains positive and productive relationships with industry, other pertinent regulatory agencies, and local officials.
- Gives written and oral depositions and testimony. Represents the Department's interest in legal matters. Provides technical information to counsel.
Knowledge Skills Abilities and Education Required
- Completion of a Bachelor’s degree program from a university or recognized standing with significant coursework (minimum 30 semester hours) in Environmental Health, Biology, Chemistry, or a relevant physical science or engineering discipline.
- Four years of relevant Environmental Health experience,* including two years in the program-level regulation* (permitting/licensing, plan reviews, policy development, and application, staff training, etc.) of the program(s) being coordinated by the position (water well, food protection, or Onsite Wastewater Treatment programs).
- A Master's degree in Public Health, Environmental Health, Public Administration, or a relevant biological or physical science or related field is preferred, and one year of the required four years of experience may be substituted.
- Illinois Licensed Environmental Health Practitioner (LEHP) or Licensed Professional Engineer (PE) is required.
- Possession of a valid Driver’s License, supplemented by a satisfactory driving record.
