Descriptive Statement
This is a non-exempt position under the general supervision of the Recreation Supervisor. The Program Coordinator - El Centro del Quinto Sol is responsible for the effective delivery of all programming, services, and operations at the El Centro del Quinto Sol Recreation Center that contribute to the Pueblo Parks and Recreation Department and the City of Pueblo's mission and vision. The Program Coordinator will be responsible for the recruitment and training of staff and volunteers. The Program Coordinator will make independent decisions for the direction of a functional area within the guidelines set by management. The Program Coordinator must work collaboratively with other staff within the department. May perform duties of similar classifications of an equal or lower pay grade as required.

Duties & Responsibilities
ESSENTIAL FUNCTIONS:
  • Coordinates and leads a variety of recreational and educational programs, activities, services, and special events for various ages
  • Possess excellent customer service, interpersonal, and human relation skills
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs and recommends and administers related policies and procedures
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and recommends, within departmental policy, appropriate services, and staffing levels within assigned program area
  • Maintains records and makes reports as directed, including attendance / participation reports, program reports, accident / incident reports, and close-out reports
  • Recruits program personnel; provides and coordinates staff training; directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs in assigned area
  • With assistance of the Marketing Program Coordinator, oversees and participates in various marketing and promotional activities for assigned program area; recruitment and training of volunteers; coordinates citizen input to determine the scope and type of recreational or community services programs offered
  • Participates in the development of appropriate fees and charges for participation in program area; develops effective hours of operation and schedules
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of recreational program and event administration
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints

IMPORTANT FUNCTIONS:
  • Responsible for scheduling all activities at El Centro del Quinto Sol
  • Develops and implements youth and adult programs for the community
  • Monitors collection of revenue from program fees and participation numbers to determine future programming needs and offerings based on analysis of revenue trends
  • Prepares timely and adequate overall communication to patrons and staff regarding class offerings, rental information, and program information
  • Coordinates and participates in staff in-service training as required to maintain current certifications
  • Participates in the promotion of the El Centro del Quinto Sol facility, programs, and events.
  • Coordinates partnership and sponsorship opportunities for the El Centro del Quinto Sol programs and facilities
  • Schedules usage of program facilities for activities and provides information and assistance to users of the facilities
  • Monitors program compliance with laws, rules and regulations related to provision of assigned services; interprets and explains regulations
  • Maintains awareness of new developments in the field and if appropriate incorporates new strategies and programs
  • Coordinates activities with emergency agencies as required
  • Will be required to work in other recreation program areas as necessary
  • May perform the duties of similar classifications of equal or lower pay grade

PHYSICAL REQUIREMENTS:

  • Varying degrees of stress relating to tight deadlines and dealing with many participants with a variety of personalities in a recreation center environment

Requires knowledge of:
  • Youth and adult community programming, and event planning
  • Basic facility maintenance
  • Principles of lead supervision and training
  • Revenue, expense, and cost-recovery budget development and management principles
  • Methods and techniques of eliciting community and agency funding support for programs
  • Principles and practices of business correspondence and report preparation
  • Methods and techniques of customer service
  • Record keeping and data collection methods and procedures
  • Recent trends, current literature, and information related to program area
  • Marketing theories, principles, and practices and their application to program administration
  • Word processing and spreadsheet applications
  • Pertinent Federal, State, and local laws, codes, and regulations
  • Ability to safely perform all job functions

  • Ensure program compliance with mandated City policies, procedures, rules, and regulations
  • Prepare and administer assigned program budgets
  • Allocate limited resources in a cost-effective manner
  • Communicate effectively, both verbally and in writing, ability to plan, direct, and motivate the work of subordinates
  • Operate a variety of standard office equipment including personal computers
  • Perform all the job duties in a safe manner

Minimum Qualifications
In addition to the knowledge, skills and abilities list above, this position requires:
  • High school diploma or GED
    • At least seven years of experience directing and overseeing youth and adult community programs

Or
  • An associate degree from an accredited college or university
    • At least five years' experience directing and overseeing youth and adult community programs

Or
  • A bachelor's degree from an accredited college or university
    • At least three years' experience directing and overseeing youth and adult community programs
And
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
PREFERRED QUALIFACTIONS:
  • Bilingual in Spanish

SPECIAL CONDITIONS OF EMPLOYMENT:
Work is mostly performed in an office environment with frequent visits to assigned recreational areas and facilities. This position may be exposed to noise, moving parts, heights, dangerous chemicals, extreme temperatures. Work involves frequent interruptions and a high volume of work, and sometimes-noisy setting.
First Aid and CPR/AED Certification is required within six months of appointment. Other special licenses and certification may be required for specific assignments.
Employees must be willing and able to work a flexible schedule including evenings, weekends, and holidays.
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
