Summary
A successful candidate in this position will serve as a Program Analyst (Performance Assurance Program Analyst) responsible for oversight, coordination, integration, and evaluation of Contractor Performance System and evaluations systems.

Duties
As a Program Analyst (Performance Assurance Program Analyst) you will:
  • Oversee, coordinate, integrate, and evaluate Contractor Performance System. This system encompasses all contractor operations and is critical to the successful implementation of a new contract management philosophy that entails oversight of contractor operations based on risk/consequences analysis and rely heavily on contractor self-assessment.
  • Act as the Coordinator and System Manager for oversight activities.
  • Support the integration of the Line Oversight Contractor Performance System activities into an ISO-type quality management system.
  • Responsible for the overall planning, direction, and timely execution of assessment activities.
  • Manages and oversees the Performance Management Systems.
  • Provide expert advice to the management team for developing of appropriate criteria to assess and improve contractor assurance system and performance.
  • Provides logistical and programmatic support on a variety of executive or contractual issues.
  • Develop guidance and procedures for the contractor Performance Assurance system evaluation process.
  • Develop and delivers training to personnel involved in the contractor performance system processes, covering a broad range of issues and new developments.

Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band level or GS grade level in the Federal Service, i.e.. EN-03/NQ-3/NN-03 or GS-14. Specialized experience for this position is defined as: Experience overseeing and evaluating contractor assurance systems, including the performance evaluation & management process for a large contract.
Examples of Qualified Experience:
  • Experience in direct oversight of a major prime contractor in a functional area to ensure implementation of laws, requirements, and regulations to determine contractor performance.
  • Experience in industry practices sufficient to evaluate, monitor, and maintain uniform management controls over a prime M&O contractor's performance, and to provide direction and leadership to the Government's representatives.
  • Experience evaluating contractor performance, identifying issues and tracking to completion, documenting oversight activities, shadowing assessments and communicating concerns to senior level government representatives.
