Job description

Duties

As a PROGRAM ANALYST (TESTING) at the GS-0343-12/13 some of your typical work assignments may include:

  • Advises on commercial issues that affect key agency programs.
  • Participates with management in fiscal planning; assists with the preparation of the Program Objectives Memorandum (POM) documentation that describes the DTRA five-year test program; and responsible for integrating requirements into the annual POM.
  • Serves as Contracting Office Representative (COR) for a multi-million dollar Test Operations Contract; interfaces, controls, directs, coordinates, plans, and schedules across broad organizational lines.
  • Interacts with top DTRA management officials, the department chief, the division chief, test group directors, test scientists, Program Managers, and the Contracting Officer on matters pertaining to test operations. Prepares Statements of Work (SOWs), Requests for Proposal (RFPs), and Program Requirements Packages for efforts requiring contract expertise and activities.
  • Provides technical evaluations to the Contracting Officer on Task Order Requirements Packages (TORPs) provided by contractors.
  • Develops acquisition strategies, justifications, and evaluation criteria for contracting efforts.
  • Monitors contracting, acquisition of engineering services, property use, excess material disposition, funds control, and budget activities of contractor.
  • Compiles program requirements and develops program and budget estimates; monitors and tracks funding to ensure funds are properly allocated and expended in a timely and effective manner. Analyzes trends in spending and progress toward budgetary objectives.
  • Ensures funds are used for designated purposes. Coordinates test scheduling and recommends scheduling changes to resolve resource conflicts.

  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • The incumbent may be required to become up to first responder certified and perform lifesaving actions in the field environment.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • A Pre-employment Medical is required. This position may require a medical examination to ensure qualification for the job series. IAW 5 CFR 339.301.
  • These requirements may be on a periodic basis after appointment. This requirement will be performed under a licensed healthcare professional.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:
  • Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
  • Knowledge enables the incumbent to analyze and evaluate the efficiency and effectiveness of management practices; select appropriate qualitative and quantitative techniques for a specific situation; and develop and apply new approaches for conducting complex, comprehensive studies which deal with major issues affecting administrative management.
  • Mastery of advanced management and organizational principles and practices.
  • Skill in planning, organizing, and directing team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive systematic changes, or may be in conflict with the desires of the organization and activity studied.
  • Skill in the use of automated tracking systems and word processing/spreadsheet software.
  • Expert skills in written and verbal communication to prepare complex reports, to prepare administrative documents, policies, and procedures, and to solicit and present information and gain the cooperation of others.
You may qualify at the GS 12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 11 grade level in the Federal service as listed below:
  • Knowledge of a range of qualitative and/or quantitative methods for the assessment and improvement of complex program effectiveness.
  • Knowledge of analysis tools and techniques.
  • Knowledge enables incumbent to analyze and evaluate the efficiency and effectiveness of agency programs; select appropriate qualitative and quantitative techniques for a specific situation; and develop and apply new approaches for conducting complex, comprehensive studies which deal with major issues affecting program management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
