ACCESS is hiring for Procurement Specialist!
Hiring at starting pay of $27.91/Hourly.

The Procurement Specialist is primarily responsible for compiling information and records to draw up purchase orders for procurement of materials and services for Access Services. The Procurement Specialist assists with core analysis and administration of activities, documents, strategy implementation and tracking systems related to Access' purchasing workflow. Provides technical assistance and training to staff on matters related to the business, technological, and operational activities of an assigned procurement.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from the Manager, Procurement and Contract Administration. This position does not perform supervisory responsibilities.

  • Procure supplies and services on a timely basis to meet company requirements.
  • Purchase office supplies and equipment, promotional products, printing and copying, computer supplies (i.e., software, hardware, etc.).
  • Interpret service and safety supply services in accordance with company procurement policies and procedures.
  • Assist in the Preparation of small and micro-purchases as requested.
  • Assist with pre-bid and pre-proposal conferences.
  • Receive proposals, quotations, and bids.
  • Prepare purchase orders and purchase order changes.
  • Expedite and follow up on outstanding orders.
  • Assist the legal department as required.
  • Update and distribute a table of service provider contract rates.
  • Organize and maintain files for contracts, purchase orders, etc.
  • Scheduling of receipt and inventory control of products.
  • Review, validate and revise purchase requisitions (PR) requirements.
  • Place purchase orders with vendors based on vendor performance criteria such as price, service, and quality.
  • Update, improve and standardize existing files and reports and develop new files and reports to accurately improve the procurement process.
  • Perform other duties as assigned.
A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. Education: High school diploma or equivalent required. An associate degree (AA) or equivalent from an accredited two-year college in economics, engineering, business administration or supply chain management or similarly related field preferred. (Please attach copy of diploma.)
Experience: Two years performing administrative and/or purchasing support experience required. Experience performing vendor outreach or inventory management desired.
Equivalency Provision: Completion of three years of professional full-time work experience in a related field may be equivalent to an accredited two-year degree.
Licenses and/or Certificates:
A typing certificate of 40 NWPM (net words per minute) is required. Typing certifications must be 5 minutes in length and must be proctored. Unmonitored typing tests obtained online are not acceptable. Please refer to the Typing Certificate Requirements for details.

KNOWLEDGE, SKILLS, & ABILITIES
Knowledge in:
  • Administrative and office procedures such as managing files and records, designing forms, and workplace terminology.
  • Office systems such as Microsoft Word, Excel, PowerPoint, SharePoint, and Teams.
  • Arithmetic, algebra, statistics, and their applications.
  • Enterprise Resource Planning applications.
  • Principles and methods for moving people or goods by air, rail, sea, or road.
  • Principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Creation and interpretation of independent cost estimates, multi-year purchase agreements, determination of price and reasonableness, and negotiations for economic price adjustments.
  • Inventory and supply chain management methods.

  • Write reports, business correspondence, and procedures or manuals.

PHYSICAL DEMANDS:
While performing the duties of this class, the employee is regularly required to talk or hear. The employee frequently is required to walk and use hands and fingers to hold, handle, or feel. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the office environment is usually moderate. In the course of employment, employee may visit service provider or other contractor's premises which may include limited exposure to outdoor weather conditions, or fumes or airborne particles from motor vehicles.
