The County Executive's Office is seeking qualified applicants for the position of Principal ManagementAnalyst with the Project Development Unit.
The Principal Management Analyst will supervise, coordinate, and participate in the formulation and implementation of complex professional administrative and analytical work activities for the Project Development Unit of the County Executive's Office.
The Project Development Unit (PUD) provides construction services for all new ground-up capital construction projects for the County of San Mateo properties. PDU pursues excellence by delivering buildings and other County infrastructure that are cost-effective, sustainably and equitably designed, and compatible with the County of San Mateo mission to enhance the well-being of children, adults, and families by providing professional, responsible, caring, and supportive service.
The position requires specialized expertise in managing the bond funding for construction projects. The incumbent will be responsible for interpreting County policies, guidelines, and procedures related to construction in the government sector. The position may be responsible for full, direct supervision over lower-level professional, technical, analytical, and clerical staff within the Project Development Unit.

- Provide high level staff work in policy development and implementation for assigned programmatic area of responsibility.
- Direct the work activities in the Project Development Unit and monitor workflow and provide active support to staff to meet time schedules.
- Direct and participate in the preparation of comparative analysis, financial projections, and programmatic and/or operational reports.
- Direct and participate in the preparation of reports mandated by federal, state, and local governments.
- Coordinate activities with and assist other County staff and outside contracts, as required.
- Assist in establishing and maintaining budgetary controls as well as developing reports evaluating programmatic effectiveness.
- Perform related duties as assigned.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Two years of professional experience performing a wide variety of administrative support duties.
The ideal candidate will have extensive experience managing funding sources for capital projects in the government sector.
Knowledge of:
- Basic principles and practices of County operations and its administration and organization.
- Advanced principles of financial administration, including public budgeting and reporting.
- Local and state legislative processes and the key stakeholders within those processes.
- Computer systems and applications used within the County.
- Principles of personnel training, supervision, and evaluation.
Skill/Ability to:
- Direct and participate in advanced administrative and operational activities related to the Project Development Unit and bond funding for capital projects.
- Coordinate section activities with other departments, programs, and/or outside agencies.
- Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations.
- Interpret policies, guidelines, and procedures, develop recommendations, and make decisions of considerable impact.
- Supervise, evaluate, and train assigned personnel.
- Communicate effectively both orally and in writing.
- Perform complex mathematical and statistical calculations accurately.
- Establish and maintain effective work relationships with those contacted in the performance of required duties.
The examination process will consist of an Application Screening (weight: pass/fail) and an Interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. Applicants must successfully pass the Application Screening to move forward to the Interview. Candidates must successfully pass the Interview to be placed on the eligible (hiring) list.
