The Washington Emergency Management Division (EMD) is seeking a critical thinking, creative, positive, and motivated professional to join its Preparedness Grants Team. Under the supervision of the Preparedness Grants Section Supervisor, and with direction form the assigned lead, responsible for providing professional Emergency Management coordination in the implementation of statewide emergency preparedness programs.
This is a civilian position and does not require military service affiliation.

Duties
Provides professional-level program coordination of emergency preparedness grant programs under the guidance of higher level Emergency Management staff. Works closely with sub-recipients in planning, developing, and building Emergency Management all-hazards capabilities for prevention, protection, mitigation, response, and recovery. Provides oversight of grant agreement deliverables and proper documentation for planning, organization, education and training, exercises, and equipment purchasing.
Responsible to assist with monitoring the section's grant agreement contracts, amendments, fiscal/budget tracking, grant expenditure reconciliations, and reporting requirements.
Reviews payment requests for accuracy and compliance with federal and state guidelines and completion of deliverables.
Qualifications
REQUIRED
Two years of experience as an Emergency Management Program Specialist 1;
ORA Bachelor's degreeAND two years of professional level experience in Emergency Management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning. Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.D. degree will substitute for one year of the experience requirement.
AND (in addition to the experience/education listed above, which may be gained concurrently):
Two years of experience in one or a combination of the following:
  • Monitoring and evaluating grants for federal, state, local governments, and/or private entities.
  • Developing, negotiating, monitoring, and administering contracts with public and/or private entities.
  • Developing, preparing, monitoring, briefing, and evaluating budgets, including evaluation of progress versus projected expenditures pattern.

Skills and Abilities to:
  • Grants Management - Develop, negotiate, implement, monitor, and evaluate grants for federal, state, local governments, or private entities.
  • Interpret complex federal grant guidance - Provide leadership, technical expertise, and program management for assigned grant programs.
  • Budgeting - Understand and apply budgeting principles in coordination of grant funds. Maintain accurate balances, run financial reports, and explain budget numbers to staff, stakeholders, and management.
  • Contract management - Prepare and complete contracts to include scopes of work and associated deliverables in accordance with grant guidelines.
  • Microsoft Office - Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, SharePoint, or similar software) to develop complex documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENTBackground Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Defense Biometric Identification System (DBIDS):Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Union Shop Provision:This position is covered by a union shop provision - Washington Federation of State Employees.
Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday - Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.
Telework: This position may be eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment:Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional statewide travel may be required up to 10% to include overnight stays.

Retirement and Deferred Compensation
