Department Overview

Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers.  Gas Operations is responsible for all aspects of PG&E's gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration, and emergency response.

Position Summary

This is an IBEW Local 1245 represented classification, which has over 100 years of experience representing employees at PG&E. This job is subject to collective bargaining.

A non-journey level employee whose principal duties consist of semi-skilled inspection work while assisting a higher classified employee in the Gas Inspection Organization. Pre-Utility Inspector shall perform inspection duties under the mentorship and oversight of a higher level, Journey level inspector. They shall be required to hold OQs as negotiated per Letter of Agreement 21-32 to perform distribution inspection and stub completion work. May be required to perform other assigned duties based on business needs.

The position is a General Construction position and individuals must be able to travel and transfer to a new headquarters upon request at any time; throughout the entire PG&E service territory with no guarantees as to how long you will be away from home.

This position will be used to fill vacancies in the North region. Headquarter locations may be in Vacaville, and other locations based on business needs.

PG&E is providing the hourly rate that the company in good faith believes it might pay for this position at the time of the job posting. This position is subject to collectively bargained hourly wage rates and increases. The starting wage rate for this position is $40.88 per hour.  This wage rate is specific to the locality of the job. The wage rate is based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity. 

Per Letter of Agreement- NO. R1-22-04-PGE, Pre-Utility Inspectors are in a 2 year commitment.

This position is a DOT (Department of Transportation) covered classification and is subject to random drug and/or alcohol screening.

Job Responsibilities

  • The Pre-Utility Inspector is a qualified Company representative who performs direct oversight of Applicant or Contractor installed facilities limited to plastic distribution systems and smaller underground projects to ensure compliance with job drawings and specifications; and PG&E standards and specifications over the entire PG&E service territory under the mentorship and oversight of a higher level Journey inspector.
  •  Assists as a liaison between the customer, contractor and all other workgroups that may be involved in the successful completion of the construction project. The Pre-Utility Construction Inspector is authorized to suspend contractor work if necessary, to ensure compliance with Company standards and safe work procedures.
  • Participates in all Contractor safety and pre-construction tailboard meetings to ensure compliance with Company safety, standards, and work procedures. Collaborates with the Contractor to promote teamwork and resolve obstacles to the completion of the project in a safe, cost effective, efficient, productive manner, and to minimize rework. Ensures that equipment and personnel stay on the Right of Way (ROW).
  • Communicates scheduling and scope changes with PG&E management and Contractors as required.
  •  Maintains public and employee safety on site at all times by promoting a positive safety culture, exhibiting an absolute commitment to safety for self and others, and by ensuring all applicable safety rules, regulations and standards are followed.
  • Required to maintain all required Quality Assurance/Quality Control (QA/QC) and as-built documentation on site as per PG&E Standards and turn over timely, legible, complete, and error-free to the as-built mapping team at the end of the project. Considers, documents, and communicates compliance requirements of project.
  •  Assists in tracking materials, preparing materials receiving reports and logs, or other duties and tasks as needed. Tracks and documents unit quantities, materials used, and project status.
  • Assists to ensure that all excavation procedures for damage prevention are followed including all applicable standards.
  •  Obtain the necessary two years of pipeline inspection experience needed to qualify to test for the American Petroleum Institute 1169 (API 1169) certification acquired through on the job execution and training. (LA 18-05). The various qualification requirements for API 1169 are based on a combination of the number of years of experience acquired plus education and in some cases, other certifications.
  •  Assists with additional inspection tasks as assigned, when qualified to perform
  • DOT-Operations/Maintenance AND Emergency

Qualifications

Minimum:

  • BS Degree or 2-year degree in a technical discipline, engineering, or technology role OR 2 years of military service in a technical role
  • Must be at least 18 years of age.
  • Must possess a valid California Driver's License by day one of hire
  • Ability to work in all types of weather extremes
  • Ability to drive safely in all weather and road conditions
  • Ability to work extended hours, nights, weekends and holidays
  • Record of Residence within 50 miles of job or headquarters
  • Ability to wear company provided Personal Protective Equipment (PPE)
  • Possess Operator Qualifications (OQs) and training as negotiated per contractual IBEW agreement 21-32

Desired Qualifications:

  • Graduate of the PG&E PowerPathway Entry to Gas Pipeline Inspector Program
  • Experience with computer data entry
  • CA CDL Class A Permit, or equivalent, based on operational need
  • Relevant current or past work experience with PG&E and/or Hiring Hall
  • Previous welding or pipeline inspection experience
