REPORTS TO: Assistant Director of Public Works - Utilities

Under the direct supervision of the Assistant Director of Public Works, the Pretreatment Coordinator will be responsible for development and administration of the City of Marshall's federal/state Pretreatment Program with the goal to protect the wastewater collection system, wastewater treatment plant and workers. This job works independently, under limited supervision, reporting major activities through periodic meetings. This position is classified as essential personnel which may include returning to public works facilities or other city facilities during disasters and emergencies as directed by the Director of Public Works.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Administers the implementation and operation of the Industrial Pretreatment Program in accordance with EPA and TCEQ regulatory requirements; reviews data to ensure permit conditions are maintained; monitors permit renewal data; updates as necessary.
  • Surveillance monitoring, inspections, enforcement, and reporting to the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ).
  • Inspects industries, and property for violations of the City of Marshall Wastewater Discharge Ordinance, to abate and control the discharge of pollutants into the City of Marshall's sewer system and/or the environment.
  • Oversees investigations of ordinance violations. When compliance cannot be secured voluntarily, oversee the preparation of materials and reports to the Legal Department for the steps leading to the prosecution of the violations.
  • Implements guidelines required by Federal and State regulations governing chain-of-custody protocol for Industrial Pretreatment Program and pollution abatement sampling, storage, and preservation.
  • Interacts with industrial facility engineers and safety officers to assess operational processes, compliance with environmental regulations, and areas where additional pollution prevention measures may be needed.
  • Manages FOG database of local businesses; adds and updates businesses, updates inspection schedules, maintains FOG hauler information, updates report forms, manages violations, manages pretreatment compliance, and coordinates with software vendor for maintenance and updates.

  • Reviews new business permits and plans for required pretreatment; evaluates each business and corresponds with business contacts regarding pretreatment requirements; attends pre-development meetings.
  • Reviews federal and state regulations for updated pretreatment requirements.
  • Responds to calls for potential illegal discharges to sanitary sewers.
  • Develops and provides public information on protecting the sanitary sewer and environment.
  • Prepares technically based local limits studies and similar permit requirements.
  • Maintains active wastewater surveys for each business to provide to TCEQ as requested.
  • Monitors and reviews lab data of each treatment plant for incoming wastewater for potential illegal discharges.
  • Works with wastewater staff to ensure incoming wastewater does not impact compliance at treatment plants.
  • Assists management with budget preparation and cost estimates for Pretreatment.
  • Prepare violation reports as needed that are non-compliant with TCEQ or city ordinances.
  • Prepares reports required by the Texas Commission on Environmental Quality for demonstrating permit compliance.
  • Work with businesses to prepare and discuss long-term pre-treatment requirements to provide critical feedback regarding viability of various developmental projects.
  • Represent the City during regulatory inspections, both planned and unannounced.
  • Responsible for the preparation and training of employees in the use of safety equipment required for field sampling and all appropriate safety requirements.

Typical Qualifications
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of TCEQ and EPA rules governing wastewater collection and treatment.
  • Knowledge of MS4 program governing the protection of the stormwater system.
  • Requires responsibility for the safety and health of others and for occasional enforcement of the laws and standards of public health and safety.
  • Prior experience with pretreatment program implementation, compliance with federal/state environmental regulations, familiarity with electronic instrumentation, environmental assessment, and industrial processes experience.
  • Experience with compliance sampling methodologies, sample processing, sample custody, and field work related to environmental assessments.
  • Knowledge of sampling techniques and proper and environmentally safe methods for transfer and analysis of chemical and biological samples.
  • Ability to interpret laboratory reports.

MINIMUM REQUIREMENTS:
  • High school diploma or GED equivalent supplemented by specialized courses/training equivalent to completion of two years of college.
  • Valid Texas Driver's License with an acceptable driving record.
  • Bachelor's degree in Chemistry, Environmental Biology, Sciences, or equivalent experience is preferred but not required.
  • Minimum of four (4) years of experience in industrial pretreatment or closely related experience.
  • Class "C" Wastewater Treatment or Class "II" Wastewater Collections License issued by TCEQ is preferred.
  • Or equivalent combination of education, training, and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
