The Multnomah County Health Department's Chronic Disease Prevention and Health Promotion Unit's (CDPHP) Population Health, Research, and Evaluation Analyst will contribute to an overarching prevention and health promotion framework and lead with equity to design and conduct research studies, analyze data, and provide recommendations to improve Population Health outcomes, particularly related to chronic diseases. With a focus on chronic diseases, the Analyst is responsible for developing evaluation and epidemiology reports that are inclusive across the lifespan. This position plays a crucial role in cross-departmental collaboration, decolonizing data, to promote health equity, identify disparities, and inform policy and program development to address the root causes of chronic diseases. While adopting an inclusive and decolonized approach to achieve optimal health and wellness in Multnomah County, the Population Health, Research, and Evaluation Analyst will contribute evaluation and epidemiology findings to address the leading causes of disparities to include colonization as a social determinant of health in death and disability in Multnomah County.
This position will work in the Walnut Park Complex and may have the option to work a telework schedule.
As the Research Evaluation Analyst 2, you will:
  • Provide oversight to support the Chronic Disease Prevention and Health Program unit and leadership to engage communities, partners and staff in the data collection to support public health modernization
  • Provide epidemiology and Evaluation support for chronic disease programs with multiple partners and racially diverse stakeholders.
  • Collaborate with epidemiology, evaluation, and program staff and with community partners, to identify study objectives and data analytic needs related to chronic diseases across the lifespan.
  • Develop study methods that prioritize inclusivity, diversity, and representation across different population groups to achieve quality and reliable data.
  • Advocate for the inclusion of Indigenous knowledge, cultural practices, and diverse perspectives in research and Evaluation methodologies.
  • Collect and analyze data on chronic diseases, utilizing diverse data sources, such as surveys, electronic health records, and community-based participatory research methods.
  • Conduct complex statistical analysis to examine health disparities, social determinants of health, other risk and protective factors, and outcomes associated with chronic diseases.
  • Perform in-depth qualitative or quantitative analysis, literature reviews, and policy analysis.
  • Collaborate with and support program evaluators on chronic disease and injury program evaluations.
  • Convene and facilitate the Chronic Disease Epidemiology Workgroup.
  • Critically examine and challenge colonial and Eurocentric frameworks within data collection, analysis, and health practices.
  • Work collaboratively with professionals from various departments, such as public health, healthcare, and community organizations, to integrate performance management findings into CDPHP program planning and decision-making processes.
  • Prepare comprehensive epidemiology and health assessment reports, i.e., Multnomah County Chronic Disease Report and Action Plan, etc. that highlight data findings, trends, and recommendations.
  • Utilize Community-Based Participatory Research process (CBPR) to incorporate community and community liaison analysis and feedback on written reports, ensuring the representation of diverse populations and promoting health equity.
  • Attend professional development workshops, conferences, and webinars to enhance knowledge and skills related to inclusive research and decolonized data practices.
  • Continuously evaluate and refine study methods to ensure alignment with evolving community needs and advancements in the field.

Minimum Qualifications/Transferable Skills*:
  • Education/training equivalent to a bachelor's degree.

Schedule: Monday to Friday, 8:00 am - 5:00 pm with evenings and weekends
Hybrid Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.. The onsite work location for this position is Walnut Park Complex, 5329 NE MLK Jr Blvd, Portland OR 97211.
