Job description

Become a part of an incredible and diverse team supporting police services at the City of Hillsboro! This part-time, Police Program Specialist role is an important contributor within the police department and will aid with business operations, which allow our police officers to focus on serving and protecting the community to the best of their abilities. Current/Upcoming Projects:
This position will work closely with our code compliance and patrol divisions to assist in resolving community and neighbor disputes. The position will serve alongside of Community Engagement Team at events for program promotion and citizen engagement. The diverse nature of the work performed will help to make Hillsboro a more livable and vibrant city.

The principal function of an employee in this class is to provide technical, administrative, and research functions for programs requiring specialized training and knowledge along with the ability to plan, coordinate and assist with the implementation of such programs. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision may be exercised over volunteer staff as assigned. The principal duties of this class are performed in a police department environment. This is a non-exempt position and is subject to the terms and conditions of a collective bargaining agreement.

This position falls under the general Police Program Specialist job classification.

Examples of Essential Work

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Oversees the daily operations of the mediation program within the department including Community Engagement, dispute resolution and managing volunteer mediators. May also provide support to department divisions related to mediation and conflict resolution.
  • Researches, analyzes, interprets, and prepares reports in assigned area for use across the department.
  • May serve as department representative to other municipalities, police agencies, social service agencies and community groups.
  • Researches, develops, writes, and assists with the administration of grants, including researching grant opportunities, researching and analyzing pertinent data for individual grants, recommending appropriate partnerships and soliciting input for grant development, providing budget analysis and preparation of quarterly and annual reports, and grant compliance.
  • Coordinates programs and may serve as program or project liaison with internal and external stakeholders in support of programs. Receives and responds to internal and external customer inquiries and information requests. Researches, analyzes, troubleshoots, and provides information and support related to functional area of assignment. Coordinates, monitors, and responds to complex information and record requests; researches related data and information; explains and interprets information related to processes and procedures. Researches and analyzes issues related to assigned programs or projects. Provides feedback, as required.
  • Analyzes expenditures, expected needs, and projects expected future costs and needs in area assigned. Provides detailed input for Department budget development.
  • Coordinates and facilitates meetings, including coordinating and facilitating monthly Department meetings, taking minutes, and preparing agendas; facilitates Department ceremonies; may coordinate and facilitate Department strategic planning sessions, and separate sessions conducted with community members and Department employees; coordinates special events as needed.
  • Establishes and maintains effective working relationships with assigned supervisors, other City employees, law enforcement personnel, and the general public.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Manages records and information in any format, in accordance with applicable statutes, regulations, and City policy, guidance, and records retention schedule.
  • Coordinates and implements special projects. Serves as liaison to assigned advisory board(s) or committees.
  • Performs other duties of a similar nature and level as assigned.

Responsibilities Include:

  • To Serve as a liaison between the program and community.
  • Evaluating program operations; recommending and implementing program improvements.
  • To be Making recommendations and implementing program activities including marketing, outreach, curriculum development, training, and mediations.
  • Oversight and scheduling program volunteers.
  • Working with citizen advisory groups, businesses, community members, etc., to determine needs and increase citizen participation in community events. Identifying community problems, develops and implements short and long-range solutions through mediation programming to address the problems.

Acceptable Experience and Training

TRAINING AND EXPERIENCE:
Associate's degree in Business, Office Administration, or closely related field and 3 years experience working in office administration and customer service; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:

  • Valid Driver's License and safe driving record;
  • Basic Mediation course, based on area of assignment;
  • May be required to become Law Enforcement Data System (LEDS) certified;
  • Must be able to pass an extensive background investigation.

Additional InformationBilingual incentive pay available Preference may be given to candidates who are bilingual in Spanish/English. Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
