Join us at the forefront of healthcare technology as The Cloud Program Manager leading our Cloud Program. We’re seeking a strategic thinker who will play a pivotal role in shaping and overseeing the Cloud Program. Directly reporting to the CIO, you will be an integral member of the OIT Leadership Team, carving out the DOH’s path in cloud computing strategies.
You will guide the Cloud Program's trajectory, diving deep into IT project management, and addressing any technical challenges. Translating state IT policies for Cloud Computing into actionable DOH policies, your expertise, and vision will drive the success of the Cloud Program. Your oversight will span the entire project lifecycle and you will collaborate with leadership to lay down the governance framework for cloud solutions and adoption.
You’re an ideal candidate for this position if you have a demonstrated track record of excellence in project management and leadership roles. You should have experience in effectively overseeing and executing projects, coupled with strong leadership skills to drive teams towards success. In addition to these qualities, you must have substantial experience in cloud technology, showcasing proficiency in leveraging cloud solutions and driving the adoption of cloud technology.

Responsibilities:
  • Formulate and implement a multi-cloud strategy aligned with agency objectives.
  • Develop and enforce cloud policies, standards, and governance in sync with business goals.
  • Analyze staff resources, strategizing for both immediate and long-term Cloud Program support.
  • Enhance and standardize project tools, templates, and practices.
  • Coordinate the integration of systems/applications into cloud environments.
  • Monitor and optimize cloud costs, reporting progress and issues to executive stakeholders.
  • Address technical challenges, assess risks, and create mitigation strategies.
  • Lead a diverse team of IT professionals focused on cloud operations, projects, and IT project management.
  • Contribute to the OIT-TechOps leadership, advising the DOH Chief Information Officer and Deputy CIO on IT strategies.
  • Mentor lead staff, ensuring their growth and effectiveness, and oversee hiring in line with department policies. 1
  • Oversee cloud vendor relationships, from contract negotiation to ensuring CSPs meet performance, security, compliance, and disaster recovery standards.
  • Collaborate with internal and external stakeholders, representing the department in inter-agency collaborations.
  • Partner with the security team to uphold cloud environment security.
  • Drive cloud service adoption with training and education initiatives, staying updated on cloud trends, and sharing knowledge with stakeholders.
  • Assist in shaping the Cloud Program's budget, ensuring all expenditures and procurements comply with department policies and are tracked efficiently.

Required Experience:
Your experience must have been gained from full-time equivalent work and may have been gained concurrently through a combination of education, professional experience, and paid or unpaid lived experience.
  • You must have progressive experience as a Senior Project Manager, Program Manager, Manager, Policy & Planning Manager, or Senior Supervisor/Lead/Liaison within IT AND/OR meet one (1) of the specified criteria options as follows:
    • Option 1: Ten (10) or more years of experience in an IT leadership role as outlined above.
    • Option 2: An Associate's degree AND at least eight (8) years of experience.
    • Option 3: A Bachelor’s degree AND at least six (6) years of experience.
  • Seven (7) or more years of progressive IT experience in:
    • Managing, directing, or supervising IT staff.
    • IT Program Management, IT Project Management, IT Product Management, or IT Portfolio Management

Desired Skills and Experience:
  • Bachelor’s degree in computer science, Information Systems, IT Project Management, Informatics, or closely related discipline.
  • Master’s degree in computer science, Information Systems, IT Project Management, Informatics, or closely related discipline.
  • Project Management Professional (PMP) certification
  • Minimum of five (5) years of experience managing and controlling IT project budgets of at least 1 million dollars.
  • Demonstrated Experience working in Cloud Technologies, Server Operations, or IT Infostructure

Our approach to work is flexible! In this position, you'll primarily work remotely from your home location with an occasional on-site presence at the DOH office in Tumwater, WA.
