Job description

North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.This is a TIME-LIMITED position.  It is full-time (40 hours per week) with State Benefits for a limited time.

 Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months).  If you have questions concerning the time-limited status of this position, you may inquire at the interview.The Planning Director will lead a division responsible for multiple activities responding to Hurricanes Matthew, Florence, and Tropical Storm Fred and reports to the Chief Policy Officer. The selected candidate will be responsible for leading all aspects of planning design and execution of planning under the Planning division, working closely with NCORR staff, subrecipients, stakeholders, units of local government, contractors, and subject matter experts to ensure effective planning.

If selected, the candidate will be required to ensure subrecipients and partners have technical assistance provided to them, monitor activity for compliance according to Policies and SOPs, foster new partner relationships, and manage productivity. The selected candidate will also be expected to maintain electronic files to support compliance reviews, audits and inspections while also producing regular and ad hoc reports to track that activities are delivering good service to the counties and facilitate management oversight of programs and progress.The Planning Division will manage, revise, and draft content for the State of North Carolina Community Development Block Grant - Disaster Recovery (CDBG-DR) and Community Development Block Grant - Mitigation (CDBG-MIT) Action Plans. The Planning Division will also oversee the implementation of various internal and external planning efforts, primarily funded by CDBG-MIT and CDBG-DR.

Other programs may be established based on developing recovery needs and NCORR priorities.
