PD is currently being updated to reflect the following Duties.

 

Your Specific Responsibilities:

 

PUBLIC HEALTH AND MEDICAL PREPAREDNESS:

  • Assist the Public Health Emergency Preparedness Coordinator in working with staff and community agencies to develop emergency response plans and agreements, and with preparation of grants, reports, and presentations.
  • Makes purchases for Public Health and Medical Preparedness program; maintains tracking system for inventory of emergency supplies in IRMS (or similar). 
  • Maintains information on employees related to preparedness, including emergency notification contact information, emergency duty job descriptions, and incident-specific organizational charts. 
  • Performs major office functions including maintaining distribution lists, meeting arrangements, taking minutes at meetings, preparing meeting minutes, data gathering, research, maintaining work-related databases, and preparing reports.
  • Participate in planning workshops, educational events, and community emergency response presentations to promote and educate the residents Monroe County for various public health emergencies. Work in collaboration with the DOH-Monroe's Office of Communication and Marketing by providing updates for the FDOH-Monroe Emergency Preparedness and Response SharePoint, media, and inter-office communication.
  • Pursues relevant training to ensure personal competency and maintain a high level of knowledge regarding Public Health Emergency Preparedness, including completing Incident Command System (ICS) and National Incident Management System (NIMS) training.
  • Assist in establishing procedures for rapid investigation and response to a potential all hazards event or to a naturally occurring emergency evidenced by a comprehensive response plan that addresses surge capacity, delivery of mass prophylaxis, and immunizations.
  • Assist in preparing after action reports and assist in the coordination of corrective action plans; maintain and update all other related plans and procedures; participate in project planning, coordination, and promotion while providing logistical support and assistance in planning workshops, meetings, educational events, and preparedness training exercises.
  • Assists FDOH-Monroe new and identified staff with N95 mask fit testing.
  • Conduct new employee orientation training on emergency response roles for public health and response capabilities in the event of an emergency. Develop training surveys for FDOH-Monroe staff to identify gaps and determine training priorities. Assist FDOH-Monroe staff with Everbridge system registration and FEMA SID registration.
  • Assist in receiving and reviewing, for proper compliance, and acknowledges submissions of Comprehensive Emergency Management Plans for Home Health Care Providers licensed in Monroe County.
  • Coordinates Monroe County participation in regional preparedness exercises including the Cities Readiness Initiative (CRI).  Routinely monitors community and partner organization status systems and weather-related emergency tracking.
  • Assist in maintaining FDOH-Monroe Everbridge notification database and be prepared to conduct Everbridge notifications for FDOH-Monroe staff in the event of a public health emergency.
  • Perform incident response duties as assigned.
  • Coordination of MRC.

PROPERTY AND FLEET MANAGEMENT:

  • Management of vehicles assigned to Florida Department of Health in Monroe County.
  • Collaborate with Monroe County Garage to schedule preventative maintenance of vehicles to ensure safety and reliability. 
  • Assign fuel keys to FDOH-Monroe County employees.
  • Maintenance of vehicle use logs, instruction to employees on proper and allowable use of vehicles.
  • Performs necessary accounting procedures to prepare invoices for processing by Accounts Payable staff.
  • Maintains inventory of FDOH vehicles and capital equipment in compliance with Monroe County and State of Florida requirements.
  • Inspection of all FDOH-Monroe offices to ensure that equipment is maintained in accordance with agency standards.
  • Assists in annual inventory processes and prepares records necessary to surplus property as may be required under Monroe County or State of Florida procedures.
  • Performs related duties as required

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of both office and administrative principles and practices
  • Knowledge of methods of data collection (Excel, databases such as IRMS, Everbridge, etc.)
  • Knowledge of the principles and techniques of effective communication
  • Ability to collect, evaluate and analyze data relating to administrative functions, such as accounting, purchasing or report writing.
  • Ability to prepare correspondence and administrative reports.
  • Ability to understand and apply rules, regulations, policies, and procedures.
  • Ability to utilize problem solving techniques.
  • Ability to work independently and with little supervision.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to drive a county vehicle long distances in-county and out of county and over bridges.
  • Ability to lift 40 pounds, sit, kneel, stand for extended periods of time-- outdoors in inclement weather situations.
  • Ability to retrieve information from electronic sources including but not limited to Microsoft Office Products ex. Excel, Word, Outlook, Teams, PowerPoint, etc.
  • Ability to manage multiple priorities and handle a large volume of work in a fast-paced office environment.

 

Qualifications:

  • Applicant must possess a valid Florida Driver's License in good standing.

Preferred:

  • Bachelor's degree or higher from an accredited college or university with a major in public health, emergency management, or related field

 

Other job-related requirements for this position:

Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. 

Confidentiality: Incumbent may have access to records containing Social Security numbers in the performance of their job duties.

 

Certification of Acknowledgement - This position follows and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.

 

  • Property Custodian Delegate - Assigned responsibility for control of department assets.
  • Complete trainings specified by personnel or program.
