Essential Duties and Responsibilities:
  • Coordinates administrative land development projects from pre-submittal through plan approval.
  • Works with developers, town departments, independent agencies, and the public to secure development that meets quality standards established by the town.
  • Schedules and leads pre-application and submittal meetings with applicants and performs completeness checks on administrative land development applications such as site development plans, plats, associated infrastructure and erosion control construction documents, field change orders, variances to town technical criteria and legal agreements. Accepts payment from applicants with their project submittals.
  • Establishes project in tracking software and routes submittal documents to external referral agencies and internal Plan Reviewers in various town departments, including development services, utilities, public works, the fire department, parks and recreation, and legal.
  • Compiles development Plan Review comments, applies land development engineering knowledge to identify if internal or external comments have conflicts, and resolves issues to ensure consistency and compliance with adopted codes, standards and regulations, and council approved conditions.
  • Reviews and coordinates town response to project applications related to administrative land development applications and distributes to applicant within set timeframes. Answers questions for applicants and expedites subsequent submittals. Negotiates with applicants and mediates conflicts.
  • Conducts and leads internal and external coordination meetings with landowners, consulting engineers, and town staff to discuss review comments and work toward resolution of the issues.
  • Collects, summarizes, and analyzes a wide variety of development related data and uses knowledge of engineering land development principles and best practices on a daily basis.
  • Prepares project summaries and progress reports for internal and external use. Prepares webpage postings for all new submittals. Schedules, tracks, and prepares progress reports for internal reporting. Tracks project chronology in tracking software.
  • Performs technical engineering reviews related to plan formatting, completeness, town standard notes and construction standards as needed. Reviews development agreements, subdivision improvement agreements, field change orders, legal descriptions and exhibits, and variances to town regulations for new development and facilities and coordinates with necessary internal departments.
  • Ensures that all project files are maintained, legal documents are processed, appropriate sign-off occurs, and permit issuance meets the stated goals and policies of town code and the project.
  • Follows established guidelines to ensure compliance with municipal code, town technical design regulations and policies, other criteria adopted by reference, state and federal requirements, good engineering practices, and transportation, water, wastewater, water resources, and storm water master plans.
  • Provides guidance, assistance, and interpretation to internal and external contacts on application of regulations, procedures and standards.
  • Reads, analyzes, and summarizes legal documents such as annexation, development, and subdivision improvement agreements; and a wide variety of town ordinances, plans and policies related to land development (i.e., utilities, parks and recreation, public safety and impact fees) for reference in conducting and coordinating Plan Reviews.
  • Performs research and analysis regarding development related code amendments. May lead or assist with writing code amendments and assists with updates to codes and regulations.
  • Provides customer service via phone or in person to applicants and citizens related to planning and development projects.
  • May perform site visits to verify site plans, topography and design.
  • May provide coordination of technical review committee.
  • Performs other duties as assigned or as necessary.

Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor's degree in civil engineering, planning, landscape architecture, construction management or a closely related community development discipline.
Experience: Three (3) years of closely related experience; or any equivalent combination of education, training, or experience.
Licenses and/or Certifications Required: Valid Colorado Driver's License
Preferred Qualifications:
  • Colorado Professional Engineer's License

Knowledge, Skills, and Abilities:
  • Thorough knowledge of the principles and practices of municipal construction of utilities, roadways, parks or development projects.
  • Ability to effectively read, interpret and analyze complex data and information including construction plans for compliance with Town standards and policies.
  • Ability to communicate effectively with all levels of town staff, developers, outside agencies and residents, both orally and in writing.
  • Ability to perform general administrative duties.
  • Ability to work with attention to detail.
  • Ability to effectively review complex data and information for compliance with town standards and policies.
  • Ability to use mathematical skills to generate reports, answer inquiries, read maps, develop flow chart calculations and cost analysis.
  • Working knowledge of Microsoft word, excel, outlook.
  • Ability to work for extended periods of time at a computer.
  • Ability to establish and maintain positive, professional and effective work relationships.
  • Ability to effectively manage and complete multiple reviews simultaneously and timely.
  • Ability to maintain professional demeanor when dealing with the public, applicants and internal customers.

Physical Demands
  • Moderate to heavy physical work to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortable environment
  • This position will access all work sites inside and outdoors to perform duties, potentially in any weather and environmental conditions, including possible exposure to extreme weather conditions, dust, dirt, heat, cold, fumes, gases, odors, noise, wetness and humidity

Equipment Used:
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
