The Information Technology (IT) Unit provides user-friendly, reliable office automation, legal research and information management so that the department can represent the client agencies and the State of Colorado in legal matters as competently and economically as possible. The Unit provides system design, programming, implementation, training, and technical assistance in all phases of the automated systems operated by the department.


WHAT YOU WILL DO


The Accessibility Project Coordinator will manage the full lifecycle of accessibility testing and remediation of all applications, websites, PDF's and correspondence. This includes intake, initiation, planning, prioritization, execution/control, and closing-for the efforts associated with HB21-1110 or related legislation. The Accessibility Project Coordinator is responsible for successful completion of Accessibility Projects by actively performing scope and time management, budget oversight, quality and resource management, communications management, risk management, procurement coordination, and stakeholder management.

The Accessibility Project Coordinator will ensure that digital assets like websites, applications, and documents comply with both accessibility standards, as required by WCAG 2.1 AA standards and in accordance with Colorado HB21-1110 or related legislation. The Accessibility Project Coordinator will work as a part of the Information Technology Unit and will partner closely with the Department teams and technical stakeholders to plan and execute accessibility remediation and testing, with the goal of improving the user experience for users requiring enhanced accessibility.


The position is responsible for:

Accessibility Program Management

  • Serve as project manager, business analyst, and change management leader to prioritize project tasks, analyze stakeholder requirements, and implement communication strategies to implement the DOL's accessibility plan.
  • Develop and implement DOL-wide accessibility program to ensure inclusivity across all levels.
  • Establish and execute an annual compliance plan to ensure adherence to evolving accessibility standards.
  • Drive initiatives to enhance digital accessibility and manage all aspects of the complaint process from intake to final resolution.
  • Collaborate with cross-functional teams to prioritize and execute accessibility improvements across all aspects of the DOL.
  • Manage multiple concurrent accessibility-related projects of varying complexity to successful completion, including:
    1. Establishing and managing project charters, project management plans, contracts, and scope.
    2. Creating and managing schedules and associated timelines, budgets, and personnel.
  • Coordinate with the procurement team to ensure project scope and contract language align with the intended objectives, budget constraints, and regulatory requirements.

Remediation

  • Lead the comprehensive remediation efforts for the DOL to ensure compliance with accessibility standards.
  • Conduct hands on reviews and remediation of digital assets including documents, websites, applications, and multimedia content, to identify accessibility barriers and areas requiring remediation.
  • Determine when it is necessary to utilize specialized tools and software to modify digital assets ensuring compliance with accessibility standards by implementing features like alternative text, proper heading structures, keyboard navigation, and color contrast adjustments.
  • Determine the appropriate accessibility standards to use when conducting remediation.
  • Evaluate and select tools or software to aid in the review and modification of documents, websites, applications, and other assets to ensure accessibility compliance.
  • Develop and implement standardized processes and guidelines for reviewing and modifying digital assets to ensure consistency and efficiency.
  • Serve as a final approver for documents and digital assets by conducting thorough accessibility checks and providing feedback or instruction for revisions as necessary to ensure compliance before distribution.

Resource Development and Training

  • Create comprehensive communication materials, help guides, and training modules, as well as conducting engaging and informative training sessions to facilitate the adoption of new processes and technologies, with a focus on implementing follow-up measures to ensure sustained success and continuous improvement.
  • Review, recommend, and create new or revised internal operating processes and procedures.
  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant subject area.
  • Represent the department on various standing or ad hoc committees.

Data Management and Reporting

  • Establish governance standards to ensure data integrity and compliance.
  • Craft key performance indicators (KPIs) and implementing robust reporting processes to track project progress, facilitate informed decision-making, and effectively communicate insights to stakeholders across the Department.
  • Work with stakeholders in establishing protocols for data validation and quality assurance to ensure accuracy and reliability of reporting outputs, mitigating the risk of misinformation or misinterpretation.
  • Collaborate with stakeholders to identify evolving reporting needs and adapt processes, accordingly, fostering a continuous improvement approach to data management and reporting practices.
  • Monitor the progress of remediation efforts, track key metrics such as compliant levels and user feedback, and provide timely reports and updates to relevant stakeholders to demonstrate progress and identify areas for improvement.

Salary note: Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act. Salary will be paid on a biweekly basis.
This recruitment may be used to fill other similar positions within the Office of the Attorney General.

WHAT WE ARE LOOKING FOR

Minimum qualifications are:

  • Six years of managing project and or program experience which must include use of project management software or related tools, digital media tools, website content management systems, or social media platform experience.
OR
  • A bachelor's degree from an accredited institution and two years of managing project and or program experience which must include use of project management software or related tools, digital media tools, website content management systems, or social media platform experience.
OR
  • A master's degree from an accredited institution and one year of managing project and or program experience which must include use of project management software or related tools, digital media tools, website content management systems, or social media platform experience.
OR
  • A combination of college course work from an accredited institution and professional experience in managing project and or program experience which must include use of project management software or related tools, digital media tools, website content management systems, or social media platform experience totaling six years of full- time work experience/education.

Note: Candidates possessing a foreign degree must submit a translation (evaluation) of their degree from an accredited institution, such as The National Association of Credential Evaluations Services in order to be given credit for the degree.

Preferred Qualifications: In addition to the minimum qualifications, if you possess any of the following specifically include the details on your application. This information will be used to assess your qualifications and may be used to determine a top group of applicants.

  • Experience with project management including oversight of and responsibility for project outcomes
  • Project management professional certification (PMP) issued by PMI or comparable entity. Please attach verification.
  • Knowledge of Web Content Accessibility Guidelines (WCAG) and Americans with Disabilities Act (ADA)
  • Practical experience evaluating and implementing ADA accommodations
  • Certification in digital accessibility (e.g., International Association of Accessibility Professionals). - Please attach verification
  • Lean, Agile, Scrum or similar methodology experience
  • Practical experience in accessibility implementation, including with accessibility testing and remediation tools and assistive technologies.
  • Strong interpersonal skills and ability to work collaboratively with a wide array of stakeholders
  • Experience in curriculum development
