Under supervision of the Staff Services Manager I, the Personnel Technician I will perform subsidiary work of average difficulty and provide assistance to the Human Resources Branch (HRB). The incumbent must be able to establish and maintain effective working relationships with those contacted during the course of the work; work well under pressure; make appropriate decisions; work independently in completing and prioritizing assignments and meeting required deadlines; and maintain confidentiality. Duties include but are not limited to:
• Review applications submitted through the ECOS redacting any confidential personnel information.
• Scan and upload redacted documents to the job control (JC) under the correct applicant.
• Work with Classification and Pay Unit (C&P) Analysts to screen and reveal applications.
• Work within ECOS to assist C&P Analyst in identifying and resolving problems.
• Prepare quarterly job control reports and submit to the respective CDFA programs and C&P Analyst to ensure hiring actions are completed and job controls are closed out timely.
• Create JCs, job postings, and advertise vacant positions on CalHR's website to establish applicant pools.
• Gather applications and accompanying documents from JCs in the ECOS for review. Work with Exam Analysts to ensure all required application documentation is submitted.
• Review and verify credentials (education, typing certificates, etc.) and required documentation, to ensure candidates for open JCs meet the minimum qualifications for appointment.
• Serve as primary or backup to log Eligibility Verification, SO-207s; Alternate Range and Salary Determination Worksheets, SO-208s; Request for Personnel Action, SO-12; and Request for Personnel Action-Seasonals, SO-12a.
• File and maintain SO-12 packages by fiscal year - per records retention.
• Alphabetize and log applications for large examinations.
• Perform technical examination functions including scheduling examinations, securing test sites, and notifying candidates of examinations.

Working Conditions
Duties of this position are primarily conducted indoors. The HRB has cubicle offices furnished with modular office equipment including overhead storage, filing drawers, and bins. Each staff will be assigned a laptop computer with email and various software and a cell phone to conduct the required duties.
Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy. The incumbent will be required to report to the office site during the onboarding phase. After the onboarding phase, the Human Resources Branch staff currently report to the office site one day a week. Specific telework schedules may be discussed further during the interview process.
This position is located in HRB and is privileged with access to confidential information. The employee acknowledges sensitive and/or confidential information is not to be discussed, copied, or shared with unauthorized personnel outside of HRB.
Travel by State vehicle or other public transportation systems to various locations throughout the State may be required on an occasional basis.

Department Information
The Human Resources Branch (HRB) is responsible for all facets of the California Department of Food and Agriculture's (CDFA) personnel management to include classification analysis, performance management, examinations, labor relations, training, and disability management. The HRB also provides personnel services and support for California's District Agricultural Associations (DAAs).
Special Requirements
Candidates are required to submit a Statement of Qualifications (SOQ) in addition to submitting their completed Standard State Application (Examination/Employment Application (STD 678)).
