Job Description:
The Research Foundation Office of Human Resources provides essential clerical and functional support to the growing research, economic, and community development ecosystem at SUNY Binghamton through a strong stakeholder service orientation. Reporting to the Director of Human Resources for the Research Foundation at SUNY Binghamton, the Payroll Specialist is responsible for supporting our growing hourly employee population. The employee will perform all essential duties of the position along with additional/back-up duties as assigned under the general supervision of the Assistant Director of Human Resources and Payroll.

The employee will perform all essential duties of the position along with additional/back-up duties as assigned under the general supervision of the Assistant Director of Human Resources and Payroll.
Essential Duties and Responsibilities:
- Processes in-house payroll for hourly employee population, including student and regular employees
- Calculates wages based on hours worked, employee appointment information, and applicable laws
- Reviews payroll transactions for accuracy and resolves errors
- Reviews employee timecard submissions for compliance with employee appointment information and applicable laws
- Provides training on timecard submission and approval processes to employees and hiring managers
- Monitors timecard approval status and works with hiring managers to resolve outstanding items
- Performs HRIS data entry including processing new hires, appointment extensions, salary changes, effort changes, terminations, etc.
- Provides excellent customer service via phone, email, and in person
- Responds to general HR inquiries including requests for employment information, payroll dates, payment information, etc.
- Manages collection and reconciliation of overpayments
- Reviews available balances in identified accounts and works with hiring managers and sponsored awards staff to resolve funding insufficiencies for payroll transactions
- Processes salary transfers between sponsored awards
- Participates in internal control and audit processes
- Collects Incident Reports and coordinates Workers' Compensation Claims with vendor
- Prepares annual OSHA report
- Reviews Unemployment Insurance claims and verification requests
- Manages E-Verify user accounts and its associated program needs
- Maintains general understanding of student and foreign national taxation requirements and inputs tax treaty information into HRIS
- Performs general recordkeeping and audit compliance duties
Additional/Back Up Duties and Responsibilities:
- Participates in cross-training to provide coverage in areas such as assisting employees and hiring managers with completing I-9 and other employment-related documents, assisting employees with benefits and leaves inquires, etc.
- Completes project work such as proposing revisions to internal documents and policies
Requirements:
- Associate degree in business, accounting or related disciplines and three or more years related experience; or equivalent combination of education and experience
- Working knowledge of Federal and State laws governing wage, hour, required meal periods, etc.
- Intermediate Microsoft Excel skills and ability to learn and navigate other business information systems
- Exceptional attention to detail and accuracy in data entry
- Ability to apply percentage (%) and other calculations to wages, salary, leave accruals and employee effort
- Ability to analyze payroll data for discrepancies and errors
- Strong technical, numeric, and problem-solving skills to troubleshoot complex payroll transactions
- Ability to prioritize work and balance multiple projects simultaneously
- Ability to maintain confidential information
- Excellent written and verbal communication skills
- Must work well in a team environment
