The Payroll Manager will have a roll up your sleeves approach and lead all payroll functions and is accountable for ensuring the accuracy and timeliness of our payroll processing and reporting. He/She will have managerial and leadership responsibility for the payroll team and will liaise with other professionals in the organization on payroll, payroll taxes and expense issues as required. The ideal candidate will be analytical, methodical, and will have experience in payroll administration and deep knowledge of payroll regulations specific to Construction. The Payroll Manager will have integrity, professionalism, strong organizational skills, and can collaborate cross-functionally.

- Exercise a high level of professionalism and confidentiality when working with staff, projects, and proprietary information.
- Develop systems to process payroll account transactions (e.g. salaries, benefits, garnishments, deductions, taxes and third-party payments).
- Coordinate timekeeping and payroll systems.
- Oversee processing of payroll changes (e.g. new hires, terminations, raises) and system upgrades.
- Ensure compliance with relevant laws and internal policies.
- Ensure systems are set-up and updated to reflect our current employee base, including wages, benefits, sick and vacation time in line with contracts (union and non-union).
- Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.).
- Manages staff including prioritizing and assigning work, conducting performance reviews, and overseeing the development of staff.
- Liaise with auditors and manage payroll tax audits.
- Audit W-4s, payroll balance sheets, YTD Earnings, etc.
- Collaborate with Human Resources (HR), Operations and Accounting/finance teams – including billing team.
- Maintain accurate records and prepare reports.
- Resolve issues and answer payroll-related questions.
- Review accounting transactions for data accuracy.
- Represent Clark Pacific’s Finance/Accounting department to ensure that both internal and external customer’s demands are met with a focus on improving the customer experience.
- Perform ad hoc analysis and projects as requested.
