PAYROLL AND ACCOUNTS PAYABLE SUPERVISOR
$113,429.32 - $137,874.57 Annually
(Salary range includes 2.5% Confidential Pay)

THE POSITION
The City of Santa Barbara Finance Department is seeking a knowledgeable Payroll Supervisor to plan, direct, manage and oversee the activities and operations of the Payroll and Accounts Payable section in order to produce biweekly Payroll and weekly Accounts Payable in a timely manner; to provide a high level of customer service to City employees and departments; and to perform various technical duties in support of City Payroll and Accounts Payable functions. This position promotes a teamwork environment, ensuring accurate work product in a dynamic fast-paced environment.

Ability to:
  • Audit, verify, and supervise processing of pay including overtime, voluntary deductions and administration of benefits; perform various complex calculations and maintain records; resolve payroll issues.
  • Advise staff in labor negotiations; provide recommendations for memorandum of understanding language related to Payroll and benefits; research and prepare reports in preparation for negotiations.
  • Research and oversee implementation of technological changes/improvements in processing and reporting methods; identify, assist with, and monitor changes to the payroll system to incorporate new requirements or modifications to labor agreements, contracts, administrative policies, rules, regulations, and/or State or Federal legislation; assist in the development and review of related requests for proposals.
  • Respond to requests for information and provide reports to financial auditors.
  • Supervise, organize, and review the work of payroll/Accounts Payable staff.
  • Interpret and explain City Payroll and Accounts Payable policies and procedures.
  • Prepare clear and concise reports.
  • Make arithmetical calculations quickly and accurately.
  • Perform responsible Payroll and Accounts Payable accounting and preparation work.
  • Analyze financial records and reports to determine and correct errors.
  • Balance financial reports.
  • Define and solve complex problems relating to the computer payroll system.
  • Post financial data onto a computer system.
  • Answer Payroll and Accounts Payable inquiries in person and over the phone.
  • Operate modern office equipment including computers.
  • Type at a speed necessary for successful job performance.
  • Understand and follow oral and written instructions.
  • Communicate with government agencies, financial institutions, and retirement system representatives to resolve issues and coordinate activities.
  • Research and respond to payroll questions from employees, supervisors, and managers requiring explanation of laws, rules, regulations, contracts, and other documents governing City payroll; produce and distribute clear and concise written information to employees as necessary.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
    --Walking, standing or sitting for extended periods of time
    --Operating assigned equipment
  • Maintain effective audio-visual discrimination and perception needed for:
    --Making observations
    --Communicating with others
    --Reading and writing
    --Operating assigned equipment and vehicles
Skill in:
  • Communicating both verbally and in writing;
  • Basic math (addition, subtraction, multiplication, and division) and percentages; and
  • Operating calculator and computer terminal with acceptable speed and accuracy.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four (4) years of increasingly responsible experience working within a payroll processing system including one (1) year of administrative or lead responsibility.
Education and/or Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, accounting, or a related field.It is important that your application and supplemental questionnaire show all the relevant education, training, and experience you possess which qualifies you for this position.
