This is a highly responsible position, in control of all payroll activities of the City. This position will handle confidential and sensitive documents. This position reports directly to the Assistant Finance Director.
- Coordinates and is responsible for the entire payroll process.
- Ensures compliance with union contracts, state and federal laws, and City policies.
- Reports and addresses non-compliance issues to Department Directors, Human Resources Manager, Finance Director and the City Manager to resolve.
- Oversees the preparation and distribution of all reports for outside agencies relating to payroll withholdings, periodic payroll reports to state and federal agencies and resolutions of any inquiries from such agencies.
- Prepares cost analysis to assist in union contract negotiations and other salary studies.
- Participates in union contract negotiations.
- Assists with City-wide personnel services budgeting.
- Prepares and maintains statistical and specialized reports, analysis and records as required.
- Works closely with Human Resources Manager on policy and procedural issues.
- Works with city auditors.
- Reviews and interprets laws affecting payroll/labor policies and procedures.
- Recommends and implements new procedures for improved efficiency.
- Provides technical and functional supervision of support staff assigned to payroll duties.
- Knowledge of the procedures and systems involved in payroll processing.
- Knowledge of the procedures and practices involved in the maintenance of payroll records.
- Knowledge of labor, payroll, public record laws and ability to apply to the procedures of processing payroll.
- Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
- Skilled in using computers for data entry, word processing and accounting purposes.
- Ability to organize and communicate effectively.
- Ability to operate office equipment and micro-computers.
- Ability to understand and carry out oral and written instructions.
- Ability to make arithmetic computations with reasonable speed and accuracy.
- Ability to work under pressure and to perform job responsibilities in a confidential manner.
- Ability to exercise considerable independent judgment under the direction of the Department Director.
- Ability to establish and maintain effective working relationships with employees and the public.
Education and Experience:
- Bachelor's degree in Accounting, Business Administration, Human Resources or related field.
- Three (3) years of progressively responsible professional experience in fields related to finance, accounting, or payroll management.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
Certified Payroll Professions (CPP) is preferred.
