Job Purpose:
The Partnerships and Development Manager plays a key role in growing Vital Strategies' funding pipeline across all channels with a focus on federal and foundation funding. The role leads end-to-end proposal development including management of cross-departmental proposal teams, market research, capture planning, concept and proposal development, and successful transition of new programs to programmatic teams.
This is a full-time positionbased either in our New York office, where a hybrid, 2-day-per-week office schedule is in place, or remotely in Washington DC, with frequent travel to NYC as needed. Vital Strategies offers highly competitive compensation and comprehensive benefits. The salary range for this position is $75,000 USD to $90,000 USD. The candidate must have authorization to work legally in the US at the time of hire.
Duties and Responsibilities:
Business Development Strategy and Pipeline Development -
- Conduct landscape analysis and other market research to drive development strategies and identify priorities for each program area and/or geography.
- Coordinate with program colleagues to develop and execute resource development plans for priority program areas across the organization.
- Ensure that Vital Strategies' pitch aligns with organizational and funder priorities to maximize both impact and win potential.
- Serve as a counterpart and business development liaison for priority program areas and geographies.
Opportunity Analysis -
- Analyze, summarize and disseminate funding opportunities to relevant program teams and international offices
- Coordinate cross-departmental opportunity analysis including analysis of competition, proposal requirements, technical fit, and win potential
- Support and inform global go/no-go process for specific funding opportunities
Capture Planning and Proposal Development -
- Lead capture planning process, in collaboration with program colleagues, for federal funding opportunities including competitive analysis, gap analysis, and teaming discussions and decisions
- Support program colleagues in advancing funding opportunities with foundations and other philanthropic donors through relationship building and concept development
- Coordinate end-to-end proposal development; develop proposal outlines, calendars, facilitate proposal design with program colleagues, ensure staffing and operational requirements are met and manage complex cross-departmental proposal teams to deliver on-time and high-quality proposals across all target donors including federal (US Government, other bilaterals) and foundations.
- Facilitate cross-departmental proposal review and sign-off
- Ensure alignment between the technical and financial components of proposals
- Manage relationships with proposal partners at all stages of the process including negotiating scope and teaming arrangements, with support from team leaders.
- Drafts EOIs, concept notes and relevant proposal sections
Other -
- Track assigned pipeline in Salesforce and provides reports on relevant opportunities
- Attend selected conferences and trainings to stay abreast of trends and best practices; disseminate learning to team.
Qualifications:
- Bachelor's degree in public health or related field preferred.

Experience:
Required -
- Minimum 6 years of experience in global health, business development and/or program management; preferred with USAID, CDC, and Foundations
- Experience in developing high-quality and complex funding proposals
- Strong understanding of global health and the major donors and funding mechanisms
Preferred -
- Salesforce experience a plus
Working Conditions and Physical Requirements:
- 15% travel
