About Planning & Capital Development Branch:
The Planning & Capital Development Branch (PCD) delivers projects to the citizens of Seattle. The Planning Unit provides long range planning, project focused planning, asset management, and community engagement. The Engineering and Design unit provides project review oversight, upkeep of standards and specifications, bidding administration, and in-house design. It also houses a team of in-house designers, environmental analysts, and surveys. The Project Management Team leads projects through construction documentation, bidding, permitting, construction, and project closeout. Together these teams are responsible for the implementation of the initiatives funded through the Metropolitan Park District (MPD), REET, grants, and other funding sources. The team collaborates department and citywide. This position will be housed in the Project Management team.

About the Project Construction Manager 3 position:

The Project Construction Manager is a critical leader of the Project Management Team. The position's primary responsibilities focus on leading the Capital Project Coordinator (CPC) side of the team which is comprised of (2) CPC Supervisors as direct reports and approximately 16 CPC staff (Senior CPC, CPC, and CPC Assistant) as indirect reports. This Manager position will be responsible for the team's delivery of projects within the stated scope, schedule, and budget.

The Project Controls Manager and the Project Construction Manager will work in tandem to lead the Project Management team with the support of the two CPC Supervisors. They are also key members of the PCD Management Team and play an important part in strategically leading the branch with empathy, innovation, and a systems thinking mindset.

The Project Construction Manager will also work in strong collaboration with the Park Engineer related to project review, bidding, and construction contract administration.

  • Lead hiring processes, onboard, and train new staff, and ensure ongoing training
  • Support staff with expert advice related to construction administration and ensuring compliance with construction documents and regulatory code.
  • Negotiating, review cost proposals, MPs, and change orders.
  • Support the Supervisors and will promote team building through various methods
  • Workload planning, keeping the Director and Deputy Superintendent informed.
  • Upholds the mission, vision, and values of the Department and City.
  • Has a clear understanding of the City's RSJ Initiative and leads team towards anti-racism.
  • Coordinates closely with the Branch leaders and team to support branch-wide project delivery.
  • Works in partnership with the Project Controls Manager to lead the Project Management Team.
  • Supervises direct reports and is well attuned to indirect reports.
  • Promotes collaboration and strong teamwork with the entire group.
  • In collaboration with the Project Controls Manager, is accountable for the team's performance and keeping projects on scope, schedule, and budget, meeting KPIs, and responding to emergent needs.
  • Oversees key MPD Initiatives such as Decarbonization, Community Center Renovations and Developments, and multiple life-cycle renovation KPIs.
  • Responsible for achieving goals and supports reporting of KPIs and goal completion.
  • Manages and oversees budgets of team including contract management, working with multiple funding sources, overseeing grants, and utilizing multiple purchasing options.
  • Participates in quarterly project budget monitoring and development of multi-year cash flows. Ensures timely updates of budgets, schedules, and websites.
  • Provides expert advice to team during all aspects of project delivery daily.
  • Facilitates Pre-construction meeting with CPC and supports ongoing construction meetings as needed. Provides support with negotiating complex situations and cost proposals.
  • Represents a department or functional area on a variety of issues before external constituencies; defuses potentially troublesome issues related to department policies and procedures; manages relationships with significant external constituencies; resolves significant problems and gathers external feedback through facilitating group processes.
  • Provides strong leadership towards continuous improvement and staff morale.
Minimum Qualifications:
  • Bachelor's Degree in landscape architecture, architecture, engineering, a related discipline, or equivalent experience.
  • Ten (10) years in capital project development and construction management.
  • Six (6) years of management level experience or equivalent experience successfully leading multi-disciplinary teams of professionals.
  • Proficiency in Microsoft Office 365 application (including MS Project).
  • Current Washington State Driver's license.
  • Excellent leadership skills.
The successful candidate will demonstrate:
  • Ability to function successfully in a highly visible arena, work under pressure, meet deadlines, and flexibly manage changing circumstances.
  • Knowledge of or experience in working with project delivery software such as Procore.
  • Experience with Project Management software, Bluebeam, Power BI, GIS, and/or other computer skills.
  • Certification as a Project Management Professional
  • Experience working with people from diverse backgrounds including people of color, LGBTQ+, and people of all abilities.
  • Excellent written and oral communication skills.
  • DBIA Certification
  • Experience in and leads alternative delivery methods such as GCCM and DB on select projects.
  • Technical expertise in project management and construction administration and holds a required professional degree and license.
  • Comprehensive understanding of Engineering and Design related fields outside of their own area of expertise.
  • Strong leadership skills and the ability to complete tasks through teamwork.
  • Enjoys being a member of a team, training and supporting staff.
  • Has a positive attitude and proactive approach to problem solving.
  • Leads with empathy and empowerment of staff.

The full salary range for this position is $52.36 - $78.53 per hour.
