Ordinance Compliance Consultant (Building Envelope / Facade Ordinance)

OVERVIEW: 

The Ordinance Compliance Consultant will work alongside a team of other Ordinance Compliance Consultants to oversee and manage façade ordinance processes and compliance filings with various building departments for New York City and the entire northeast region.

ESSENTIAL JOB FUNCTIONS: 

• Must have prior knowledge and experience preparing façade ordinance reports and performing inspections, such as (but not limited to):  Building department/building history research, code research, reading and interpreting architectural plans and drawings, and report preparation and submission.
• Research new and existing Building Envelope/Facade Ordinances throughout the United States, including any associated codes, license requirements, and submission procedures that may apply.
• Manage and continually update national ordinance processes and apprise the Rimkus team of associated code changes and compliance requirements.
• Create and update templates for each type of façade ordinance report and associated filings.
• Provide training sessions and process updates to the Rimkus consultants. 
• Assist a team of Building Envelope specialists with the creation, editing, and submission of façade ordinance reports and associated compliance filings, providing litigation support, if necessary.
• Ability to retain and apply knowledge of regional and national building codes and ADA guidelines to review and edit reports, including quality control and technical review. 
• Create and maintain internal databases of all contracted compliance reports and filings, including amendments, subsequent filings, deadlines, violations, and associated fines/penalties.
• Ensure that compliance reports and associated filings are submitted to the authority having jurisdiction within a specified timeframe and/or by mandated deadlines.
• Work closely with Licensed Professionals to maintain accounts, licensure credentials, required registrations, report submissions, and follow-up responses, as necessary.
• Work closely with Building Owners and Expeditors to submit filings and resolve open violations and/or civil penalties.
• Provide customer service support to assist Building Owners with account registration, forms, digital report submissions, and fee payments.
• Distribute applicable forms and approved report copies to Building Owners and Managers, including follow-up correspondence. 
• Communicate with various building department personnel for inquiries, clarification requests, submissions, and troubleshooting. 
• Attend training sessions with various building departments, when available. 
• Meet/surpass annual utilization rate goals.
• Maintain existing client relationships.

REQUIRED EXPERIENCE, EDUCATION and CERTIFICATIONS:

• Associate degree or bachelor’s degree preferred in an associated field. 
• 2 years of experience within the Architecture, Engineering and/or Construction fields. 
• Class 1 or Class 2 Filing Representative (NYC) a plus. 

REQUIRED SKILLS and ABILITIES:

• Minimum of 2 years of experience in report writing and working closely with  Professional Engineers or Architects
• A strong understanding of commercial and residential Building Envelope systems, including construction document preparation, construction administrative services, and/or project management.
• Familiarity with City Ordinance Codes in New York City, Buffalo, Jersey City, Boston, Philadelphia, Pittsburgh, Columbus, Chicago, St. Louis, and others
• Familiarity with NYC Façade and Local Law 11/98 Inspections (FISP), as well as Local Law 126 Parking Structure (Garage) Inspections (PIPS)
• Must maintain a great attention to detail.
• Must be able to manage a high volume of projects.
• Ability to complete and execute work within strict deadlines.
• Ability to edit and revise report drafts as necessary to conform to industry standards and ensure compliance with specific ordinances and/or jurisdictions.
• Familiarity with building department and code research
• Ability to work independently and exercise good judgment and critical thinking.
• Ability to initiate, develop, and maintain relationships with clients, team members, and building department personnel.

PHYSICAL DEMANDS, OVERTIME, and TRAVEL: 

Physical Demands – Standard (TAC will add)  Work is performed primarily in an office setting. The employee is frequently required to stand, walk, sit, bend, crouch, hear, and talk (must be able to speak and communicate clearly with employees). Employees may lift and/or move up to 25 pounds. Clear vision and depth perception are also necessary.

Overtime – Standard (TAC will add)  There will be some occasions where overtime (or working after normal business hours) will be required to meet the demands of the position. 

Travel Requirements – Travel Not Applicable.

The Salary Range for this position is $70,000.00 - $90,000.00 and is dependent on education, experience, location and certifications/licensure.
