Position Summary
The Operations Manager is a key full-time position. Reporting to the Director of Operations, the Operations Manager provides strategic, tactical, and operational support to the organization and its employees on a broad range of functional disciplines, including, but not limited to, contract management, purchasing, policies and procedures, and risk management. The position leads and operates with the goal that All Rural Students Succeed.
Primary Duties and Responsibilities

- Administer the initiation, development and monitoring of all contracts
- Ensure contract compliance with federal, state, local funder, the Uniform Guidance – 2 CFR 200 and any other relevant regulatory or oversight bodies
- Review and evaluate contract terms and conditions, assessing risks to PRI and communicate findings to Director of Operations
- Manage and monitor all purchasing functions to ensure compliance with PRI policies and procedures and all relevant funding guidelines
- Assist with creating and maintaining a system to develop, implement, monitor, revise, and communicate policies and procedures, ensuring alignment with desired organizational goals and applicable federal, state, and local laws
- Implement a systematic, disciplined approach to evaluate and improve the effectiveness of policies, procedures, and internal control
- Works closely with Director of Operations to support the implementation of an Enterprise Risk Management culture designed to identify, track, and mitigate all forms of risk throughout PRI
- Assist with oversight of all operational systems, processes, and infrastructure with a focus on continuous improvement
- Perform testing to identify control gaps in operational systems and assist in developing remediation and implementation plans as necessary
- Perform other related duties in support of organizational and department goals
- Other roles/duties will be assigned as necessary to assist and support in the attainment of our mission, All Rural Students Succeed
Position Location & Schedule
The position will be considered for remote work with local, state, and sometimes national travel required.
Normal business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. ET with in-office and/or remote work a possibility. Because of the nature of the responsibility to schools, partners, funders, and the service region, individual offices or departments may have operating hours that extend beyond this period and may include evening and/or weekend hours.
Minimum Qualifications
Education required to ensure success in this position:
- Bachelor’s degree in related field and at least 3 years of relevant experience or 7 years of relevant experience in lieu of bachelor's degree
Experience required to ensure success in this position:
- Experience with contract management
- Experience developing and implementing operational procedures and policies

License, certification, or registration necessary:
- Valid driver’s license
- Ability to successfully complete pre-employment background check
Physical conditions:
- Ability to work in a high-energy office
- Ability to accurately communicate and exchange information with partners, stakeholders, and/or meeting participants
- Ability to occasionally lift up to 30 lbs.
- Ability to operate motor vehicle
