POSITION TITLE: Operations Director
LOCATION: Any HHS Site (Longview, Tukwila, Vancouver, DuPont)
DEPARTMENT: Health and Human Services
REPORTS TO: Executive Director of Health and Human Services
FLSA STATUS: Exempt, full time
SALARY: $135,826.02 - $203,739.04

Position Summary:
Works with Executive Director to oversee the operational objectives of all HHS programs to promote an optimal level of health and well-being for American Indians and Alaska Natives by utilizing traditional, modern, and culturally sensitive health and human service practices. Provides leadership and direction towards the improvement of the Operational capacity of the Cowlitz Indian Tribe (CIT)'s health service delivery system including strategy, and achievement of strategic goals and objectives in accordance with all applicable tribal, state, and federal rules and regulations. Provides strong leadership skills, effective communication, prudent decision making, and the ability to work collaboratively with a diverse team. This position adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of CIT, and the Health and Human Services department.

Essential Duties & Responsibilities:

  • Provide leadership and direction in the overall management of the Health and Human Service Department's operations, ensuring the delivery of high-quality healthcare and Human service activities across all sites and services.
  • Develop and implement strategic plans, goals, and objectives in collaboration with the Executive Director of Health and Human Services and other stakeholders.
  • Oversee the Operations team and core administrative functions of the department, including finance, budgeting, billing, working with human resources, information technology, facilities and public works, and procurement.
  • Collaborate with the Executive Director of Health and Human Services and other department leadership to develop and implement policies, procedures, and protocols that align with regulatory requirements and best practices.
  • Coordinate with other departments within the Cowlitz Indian Tribe and external partners to enhance integration, coordination, and continuity of care across all clinics and services.
  • Stay updated on industry trends, regulations, and best practices related to Health and Human Services operations and management.
  • Participate in relevant committees, task forces, and meetings to represent the Cowlitz Indian Tribe and HHS department's interests and contribute to organizational decision-making.
  • Support the Executive Director of Health and Human Services in preparing reports, presentations, and other communications for tribal leadership, governing boards, and funding agencies when required.
  • In-depth knowledge of healthcare operations, including clinical workflows, revenue cycle management, regulatory compliance, and quality improvement.
  • Familiarity with federal, state, and tribal regulations and requirements related to healthcare, including but not limited to Indian Health Service (IHS) guidelines.
  • Strong leadership skills with the ability to inspire and motivate teams to achieve organizational goals.
  • Excellent interpersonal and communication skills, including the ability to effectively collaborate with individuals from diverse backgrounds and cultures.
  • Proficiency in financial management, budgeting, and resource allocation.
  • Demonstrated ability to analyze complex data and make informed decisions.
  • Knowledge of healthcare technology systems, such as electronic health records (EHR), practice management, and reporting tools.
  • Understanding of cultural sensitivity and the ability to incorporate traditional practices and customs into healthcare service delivery.
  • Strong problem-solving and decision-making abilities.
  • Ability to adapt to changing healthcare landscapes and drive innovative solutions.
  • Excellent organizational and time management skills, with the ability to prioritize and manage multiple tasks simultaneously.
  • Commitment to maintaining patient confidentiality and privacy.
  • Proficiency in using computer software, including word processing, spreadsheets, and presentation applications.

Knowledge, Skills, and Abilities:
  • Knowledge of traditional forms of government and tribal customs and traditions.
  • Knowledge of applicable federal, state, county, and local laws, regulations, and requirements.
  • Knowledge of finance, budgeting, accounting, and cost control procedures.
  • Knowledge of the interrelationships and interdependencies among various administrative services and programs within American Indian/Alaska Native communities.
  • Knowledge of the provisions of PL 93-638, Indian Self-Determination, and Education Assistance Act.
  • Knowledge of the provisions of PL 94-437, Indian Healthcare Improvement Act.
  • Skill in coaching and consulting management and executive level employees.
  • Skill in operating various word-processing and database software programs in a Windows environment.
  • Skill in making effective decision in emergency situations.
  • Ability to interpret applicable federal, tribal, state, county, and local laws, regulations, and requirements.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to maintain confidentiality.
  • Ability to analyze situations and adopt appropriate courses of action.
  • Ability to establish and maintain professional relationships with co-workers at all levels.

Minimum Qualifications:
  • Degree in Public or Business Administration, Social Work, or related field. In lieu of degree work experience or knowledge will be considered.
  • Five years of progressive operational management experience in Health and Human services or related management work history.
  • A combination of relevant education and related work experience may be considered.
  • Experience working within American Indian/Alaska Native communities.
  • Valid driver's license required.
  • Must be able to successfully pass a background screening/investigation according to the established requirements below.

  • Pre-employment drug screen.

  • Has not been found guilty of, charged with, received a deferred sentence, received a conditional discharge of, or entered a plea of not contest to, or entered a plea of guilty to any one felony or misdemeanor crimes of violence, sexual assault, molestation, exploitation or sexual contact; prostitution; or crimes committed against person(s) or children.

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work Environment:
Work is generally performed in an office/clinical setting with a moderate noise level. Situations occur where PPE is needed. Overnight travel, evening, and/or weekend work may be required. Tight time constraints and multiple demands are common.
