Under the general direction of the Utility Operational Technology (OT) Network Supervisor, the OT Systems Administrator is responsible for the overall performance and security of the Operational Technology (OT) infrastructure and critical infrastructure systems that support critical Utility operations.

- Responsible for the overall performance, maintenance, support, update, patching, and monitoring of all Operational Technology systems and platforms per established standards, policies, processes, and requirements.
- Performs systems administration, maintenance, support, and monitoring of designated critical infrastructure OT systems to meet industry requirements.
- Maintains Active Directory, user and group management, local and group policy, manage user access and permissions, and enforce security policy.
- Monitors servers and troubleshoots for compliance with established standards, policies, configuration guidelines, and industry best standards.
- Maintains server architecture security and system backups to ensure proper backup measures are in place following Utility standards and industry best practices.
- Management of virtual and physical hosts and clients. This includes initial installation, applying firmware and system upgrades, and testing patches/updates for incompatibilities.
- Designs, configures and maintains OT network backup and recovery systems. Responds to IT-OT SCADA network security incidents. Maintains backups and disaster recovery plans to ensure the continuity and resilience of the Operational Technology Systems in case of emergencies or disruptions.
- Develops action plans to assess and meet regulatory standards for critical infrastructure systems; performs compliance and security assessments, access/permission reviews, testing of significant changes, and reports of findings.
- Maintains proper OS patching for critical IT/OT systems to meet company guidelines for cybersecurity system compliance.
- Works closely with the cybersecurity and incident response teams to enforce standards, Utility security policies, and procedures. Conducts routine checks for indicators of compromise, unauthorized access, or suspicious behavior.
- Works with the OT user groups to design, configure, secure, maintain, and support the Utility SCADA/AMI network Windows OS systems.
- Secures all OT infrastructure and virtual systems based on the adopted cybersecurity framework as well as comply with Utility hardware/software standards and IT/OT policies and procedures.
- Applies technical experience and troubleshooting skills to isolate and resolve issues. Performs problem analysis and develops corrective actions.
- Monitors systems to ensure optimum level of performance and security.
- Works with other departments to resolve incidents as well as identify root causes.
- Troubleshoots escalated level problem determination and resolution to ensure the availability and stability of Operational Technology and critical infrastructure systems.
- As OT Systems SME attends meetings, is a POC, and provides guidance, advice, and direct support to SCADA and AMI teams, and City management. Establishes ownership and areas of responsibility in OT projects to facilitate progress and apply guidance and industry best practices at every stage in the project lifecycle.
- Ability to communicate and advise OT teams and management regarding changes, scope, impact, required next steps, and status.
- Diagrams and documents all system configurations and follow change management policies.
- This position is full-time and may require after-hours or on-call support to ensure system resiliency for OT critical infrastructure.

MINIMUM QUALIFICATIONS:
Education/Experience
- Bachelor's degree in computer science, information systems, and engineering
- Minimum of five (5) years of IT Server Operations. Experience with Operational Technology (OT)/Industry Control Systems (ICS) is preferred.
Knowledge, Skills and Abilities
- Strong knowledge of managing and supporting Microsoft Windows OS technology, including Microsoft Active Directory Management. Certification is preferred.
- Strong knowledge of virtual technology and server virtualization.
- Strong networking security skills and a thorough knowledge of network security concepts, principles, and best practices.
- Understanding of NIST standards, processes, and controls and experience in Critical Infrastructure Network security assessments.
- Understanding of SCADA system communication and protocols.
- Highly knowledgeable with VM, Microsoft server, and workstation OS.
- Proficient with MS Windows and Office (Word, Excel, SharePoint, Visio).
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from a variety of internal and external customers.
- Ability to solve practical problems and deal with a variety of concrete variables.
- Basic understanding of and willingness to learn and adopt professional and industry standards.
Licenses and Certifications:
- Current valid Class C Texas Driver's License
- GIAC Critical Infrastructure Protection Certification (GCIP) expected to be completed within twelve (12) months of hire date.
Preferred Certifications:
- MCSE, MCIT, and other related systems administration certifications are preferred but not required.
- Microsoft Windows OS technology, including Microsoft Active Directory Management. Certification is preferred.

Hiring Range: $40.09 - $50.22 hourly
