There is one Part-Time Office Specialist I opening with the Yakima County Noxious Weed Board. The position is responsible for providing Office and Technical Support to Noxious Weed Staff, and the Noxious Weed Board of Directors. Working with the Inspectors, Landowners, and various agencies to Identify and control Invasive Weeds within Yakima County.

Job Description

Essential Duties:

Communicates as the liaison for the Department. Responsibilities include responding to and developing communications for and to local, County, intrastate counties, WA State Weed Control Board and the general public regarding Department related programs and services.

Provides reception services such as: answering phones and greeting general public; directing calls to appropriate parties; taking messages and/or providing information regarding department services.

Determines content, what order and when documents are typed.

Ensures records are compiled and retained as required by WSDA and State and Federal Law.

Compile reports for contracts on interagency agreements. Files for, secures, and maintains proper permits: NPDES, Ecology Plant & Algae management Permit, etc.

Assist in training of Weed Control Field Inspectors / Staff on proper Record and Project Logbook maintenance.

Maintain department computer databases by coordinating information retrieved from GIS, the Assessor’s Office, and internet websites; disseminates information related to landowners and weed control program to Noxious Weed staff and general public. Responsible for interpreting and coordinating implementation of applicable RCW’s, WAC’s, and County Weed Board Policy regulations.

Monitors returned herbicide grant applications and reviews for accurate acreage, herbicide totals, applications and returned forms from herbicide dealers. Responsible for monitoring and administering funds for the herbicide grant program.

Creates proper invoicing for the ‘We Spray’ program. Duties include auditing records supplied by inspectors for the billing and indexing of invoices. Compiles and formats data for required year end reporting. Oversee Inspectors Record entries for Herbicide Applications, Project Time and Travel are correct to ensure they are properly documented and archived, and services billed to the corresponding agencies.

Assist in training of Weed Control Field Inspectors / Staff on proper Record and Project Logbook maintenance.

Maintains staff attendance records (payroll time sheets) and prepares them for processing by the Auditor’s Office.

Other duties required. Auditing Officer, Investment Officer, Purchasing Agent which requires completion of invoice register, tracking revenue, transferring funds from/to investment fund to cash fund. Signing expense forms, travel vouchers, approves time, travel, and purchases. Makes purchases with suppliers as approved by management.

Education & Experience:

High School Diploma (or G.E.D.) AND three (3) years of general office work experience beyond high school; OR the equivalent education and experience to perform the essential duties of the job.

Required:

  • valid WA State Driver’s License and proof of insurance, if requested;
  • basic use of a personal computer including word processing, spreadsheet and database programs. (Microsoft Office products);
  • ability to navigate County mapping information to compile parcel and landowner data using GPS software programs;
  • ability to communicate over the phone, in writing, and via email; and,
  • successful completion of a general employment verification.

Preferred:

  • Associate’s Degree in Business Administration and one (1) year of general office work experience;
  • knowledge of Plant and Weed identification, familiarity with RCW’s 17-10 and WAC’s 16-750 regarding Noxious Weed Laws;
  • familiarity with plant databases and programs to identify plants and weeds; and,
  • knowledge of EPA regulations and Permit requirements in regard to Herbicide applications.

Equipment Used: computer, telephone, fax machine, stapler, and copier and occasionally drive a Weed Board vehicle to pick up mail and checks and perform other Weed Board business. Hand tools such as rulers, razor knives and magnifying glass to examine and identify plant characteristics.

Working Conditions: This position is rated as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
