State Highway Administration's (SHA) District 2 is currently recruitingfor an Office Manager (Administrator II) position in Talbot County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The primary purpose of this position is to serve as the Office Manager for an SHA maintenance shop. The Office Manager will oversee all aspects of human resources management, procurement, inventory management, fixed assets, and facility management. This position will assist in developing and monitoring the budget and will provide guidance regarding business plan performance measures, data collection, and reporting. The Office Manager will also supervise professional, paraprofessional, and clerical staff, and report directly to the Assistant Resident Maintenance Engineer.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work.

Selective Qualification: Two and a half (2 ½) years of the required experience must have involved human resources, procurement and/or contract administration.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).


Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Candidate must complete State Highway Administration's Level I and II Procurement Certification prior to completion of the probationary period.

Fork-lift Certification (Within six months).

Special Requirements:

Employees in the position are considered essential for emergency operations and must maintain reliable communication and be available for call in 24 hours a day, 7 days a week.
