Office of Nutrition Services - Prevention & Community Health Division

Tumwater, WA (Flexible, Hybrid, Remote)

Annual Salary Range: $110,000 - $138,360

This position is included in the Washington Management Service


Seeking an innovative leader who embodies compassion, integrity, and a steadfast commitment to health equity!

As the Director of the Office of Nutrition Services (ONS),your contributions will positively impact families and communities, and influence national public health policies, strategies, and agendas. In this central role you will direct initiatives to enhance nutrition access and nutrition education, and offer strategic expertise to enhance crucial Nutrition Services such as WIC, SNAP-E, and breast and chest feeding promotion. Your leadership within the ONS is dedicated to improving health outcomes for all residents of WA state, especially families and individuals with limited resources.


As the leader of this dynamic office you will oversee six complex programs, your thoughtful direction and decision making will serve to optimize resources, ensure quality services, and inspire a high performing team.


ONS programs include:

  • WIC Nutrition Program
  • WIC Breastfeeding Peer Counseling Program
  • WIC Farmers Market Nutrition Program
  • Senior Farmers Market Nutrition Program
  • SNAP-Ed Nutrition Education Implementing Agency
  • SNAP-Ed Statewide Evaluation

Key Responsibilities:


Director of the Office of Nutrition Services (ONS)

  • Strategic Leadership: Direct the implementation of strategic plans, providing guidance and supervision to section managers. Conduct performance evaluations and facilitate professional development opportunities for team members.
  • Cultural Leadership: Model exemplary professional conduct and communication standards. Demonstrate a steadfast commitment to fostering an inclusive, diverse, and equitable work environment.
  • Resource Management: Oversee the efficient allocation of approximately $190 million biennially. Ensure precise budgeting, meticulous accounting, and comprehensive reporting. Ensure timely fulfillment of contract deliverables and strict adherence to federal grant requirements and legal obligations.
  • WIC Oversight: Act as the designated WA State WIC Director (by the USDA). Ensure effective implementation of Nutrition Services through rigorous oversight of activities such as vendor approvals, client and vendor participation monitoring, enforcement activities, and community outreach efforts.
  • Technology Administration: Administer the WIC Cascades System (MIS). Oversee funding, system modernization, and technology planning to ensure the fulfillment of programmatic needs.
  • Federal Representation: Serve as the Principal Investigator on federal grants and cooperative agreements. Represent the Office on esteemed committees such as the National WIC Association, Association of State Farmers Market Nutrition Programs, and the Association of SNAP Nutrition Education Administrators.
  • Emergency Preparedness: Lead emergency response preparedness initiatives and Continuation of Operations planning for potential scenarios such as system outages, local WIC agency closures, or disruptions in food and infant formula supplies.

Division Leadership

  • Serve on the PCH Division Leadership Team (DLT) alongside PCH's Assistant Secretary, Deputy Assistant Secretary, Office Directors, and the leaders of Policy, Equity and Social Justice, Epidemiology, and Finance
  • Teamwork: Collaborate with DLT on strategic plans and tactics to enhance operations and achieve division and agency wide public health missions.

Subject Matter Expertise

  • Health Advocacy: Address social determinants of health by evaluating the impact of systems, environments, laws, and regulations on child and family well-being and advise policy decisions to advance health outcomes for birthing parents and children.
  • Collaborative Initiatives: Partner to drive policy, environmental, and systems changes that promote nutrition, active living, improved access to healthy foods, and health equity.
  • Strategic Guidance: Collaborate closely with the PCH Assistant Secretary to formulate and prioritize state and federal policy proposals. Offer valuable insights to public health leaders, including the Secretary of Health, to guide decision-making and prioritize initiatives.
  • Expertise & Planning: Provide subject matter expertise to optimize resources and enhance public health systems focused on nutrition and lifelong health. Delegate responsibilities and provide recommendations for state-wide operational excellence in areas such as breast- and chest-feeding initiatives, WIC and SNAP-Ed accessibility, and food access during recalls affecting WIC participants.
  • Partner Collaboration: Engage with partner agencies and local WIC agencies to deliver innovative solutions and recommendations for quality improvement and efficient fund allocation. Cultivate collaborative relationships between office programs and key constituents, interested parties, external partners, and funding agencies.
  • Technology Integration: Collaborate with the Office of Innovation and Technology to innovate and enhance critical technology infrastructure and systems aligned with program goals.

Work Location - The duty station is in Tumwater, WA. This Flexible/Hybrid position offers flexibility to Telework (mobile work) and to collaborate in-person as needed.

The Desired Candidate Profile

We seek a candidate with advanced communication skills, adept in adapting approaches to achieving understanding and developing messages that resonate with a diverse audience. They are skilled in the art of collaboration and motivate others in the cultivation of a shared strategic vision. They have a track record of driving results through inspiration and investing in people development. They navigate and lead others through change and prioritize inclusivity in decision-making. Crucially, they possess cultural competence, interacting with diverse customers and partners with cultural, ethnic, and gender sensitivity.

Required Qualifications:

  • A master's degree in Public Health, Health Administration, Business, or related field.

AND

  • Five (5) years of years of experience in the following:
    1. Relevant management experience leading and directing a large group of managers and professionals.
    2. Directing the development of federal grant applications, budgets, and reports.
    3. Professional experience developing and managing complex budgets with multiple funding sources.
    4. Partnering and collaborating in the development, implementation, and evaluation of public health programs with the community, private sector, local health jurisdictions, and other state and federal agencies.

Desired Qualifications:

  • Three (3) years of experience in contract development and management.
  • Three (3) years of expertise in policy development.
  • Proficient in Microsoft Word, Excel, and Outlook for document creation, data analysis, and communication.
  • Skilled in producing documents, charts, and effective written communications.
  • Track record of inspiring and motivating staff for optimal efficiency and results.
  • Track record of prioritizing collective success over individual interests.
