Job description

GENERAL DESCRIPTION
The Criminal Investigations Division of the Office of the Attorney General (OAG), is seeking a Program Specialist to conduct responsibilities that include opening/closing cases in the case management system, monitoring case information for statistical reporting purposes. Data entry based on received referrals or complaints within the Cold Case and Missing Persons Unit related to grant criteria. Excellent record keeping skills are essential. Regular communication and collaboration with multiple outside agencies.  Handles the submission of paperwork, works with, and assists personnel assigned to the Cold Case and Missing Persons Unit. May assist with the unit's assigned grant property tracking/reporting. Assists unit in evaluating incoming case referrals related to grant criteria. Prior experience with grant reporting or data compilation is helpful. Strong organization skills preferred.

ESSENTIAL POSITION FUNCTIONS
Acts as Cold Case and Missing Persons point of contact for grant related investigations. Monitors case related data for statistical report purposes.
Responsible for preparing/ processing paperwork for referrals from local law enforcement agencies.  This includes but is not limited to preparing executive approval memorandums, data entry into CrimeStar and WebPas databases.
Work closely with Cold Case and Missing Persons investigators and staff members with preparing case files related to grant activity.
Works closely with Cold Case and Missing Persons staff to handle and gather information for grant reporting purposes.
Assist with tracking and assigning grant purchased inventory/property. Completes necessary paperwork associated with OAG inventory policies.
Ensures the proper submission of Cold Case and Missing Persons Unit statistical reports and weekly division reports.
Acts as unit scheduler for meetings and events.
Assists in coordination of Cold Case and Missing Persons gatherings, events, seminars, conferences, meetings, and retirements
Provides general administrative support to Cold Case and Missing Persons Staff as needed.
Testifies in court when subpoenaed.
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity

MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university in criminal justice or a closely related field; experience in Criminal Justice, law enforcement, or Criminal Investigative (or closely related) fields may be substituted for the required education on a year-for-year basis. 
Experience: Three years of full-time experience working with Criminal Justice or Law Enforcement (or closely related) fields
Knowledge of laws pertaining to evidence and property and inputting data in Microsoft Excel spreadsheets.
Skill in maintaining detailed records
Skill in applying investigative techniques and procedures to assigned cases
Skill in researching and interpreting complex rules and regulations
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to work independently
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 10%
Ability to obtain CJIS, TCIC, and NCIC 
License: Must possess a valid driver's license

PREFERRED QUALIFICATIONS
Education: Master's Degree with major coursework in criminal justice, forensic science, statistics, data analysis, or an applicable hard science.
Knowledge of CrimeStar, Case Management, Mainframe, Microsoft Excel, and Microsoft Office Suite
Experience:  Knowledge of laws pertaining to Grants and Asset Forfeiture
Skills: Communicating with investigators and prosecutors from local, state and federal law enforcement agencies
Experience with detailed spreadsheets, data compilation, research, and grant reporting
Other Language: Ability to proficiently read, write, and speak another language other than English
