Job description

Help administer a new funding program for housing that working Missoulian's can afford. Work with developers, builders, community partners, lenders, and the Missoula Redevelopment Agency Board to make this new program successful. The Project Manager position works collaboratively with senior staff to oversee redevelopment and workforce housing projects and conducts research and analysis to inform department investment and priorities, including managing the MRA Geographic Information System (GIS) to prepare maps and databases for agency use.

** The posted wage range is the starting wage range only. The full range for the position is $32.95 - $39.69/hour and will increase each year for longevity and cost of living adjustments.
  • Manage redevelopment and workforce housing projects, involving private developers and/or non-profit partners, including deconstruction, remediation, utility upgrades, public improvements, façade improvements, code compliance upgrades, etc.; assist with application development; develop schedules and budgets; monitor construction; draft development agreements; review and process requests for reimbursement; finalize project closeout documents.
  • Collaborate with other City departments to identify appropriate public infrastructure construction projects to be initiated by the City and funded by the MRA, focusing primarily on streets, sidewalks, public utility extensions, parks, trails, etc.; monitor design and construction progress with an emphasis on budget control; review and approve requests for payment as appropriate.
  • Coordinate with MRA staff to review and manage applications for the Workforce Housing Assistance Program, including application development, financial analysis, public benefit and need analysis, etc.; coordinate with the Community Development, Planning, and Innovation (CPDI) department staff on program income qualification and compliance.
  • Draft and monitor project contracts and budgets; oversee consultant scopes of work.
  • Collaborate with the City's GIS staff to develop and manage MRA's GIS database and other databases to support redevelopment planning and projects; create, edit, and maintain accurate data within MRA datasets; utilize GIS software to prepare data, maps, reports, charts, and exhibits; maintain maps and redevelopment project data.
  • Research and collect data from various sources, including existing databases, historic records, on-site inspections, windshield surveys, title searches, ownership/tenant searches, etc.; write programs, modules, and macros for automating data queries, data sorting, and data extraction.
  • Assist in the modification and creation of urban renewal districts and urban renewal plans; support strategic planning and master planning to support urban renewal district priorities.
  • Analyze past and existing conditions and trends within the urban renewal districts to generate reports and identify redevelopment target areas; analyze emergency response calls, quantify real-property tax valuations, etc.; summarize demographic data to support redevelopment planning efforts and strategic program development.
  • Serve as liaison between the City and state regulators of federal funds, architects, engineers, and other community entities.
  • Prepare and present funding requests, project updates, and other various project information to the MRA Board, City Council, and other private and community entities; participate in public meetings to elicit public comment on various projects.
  • Maintain an inventory of properties and associated taxable values; monitor and project tax increment within districts including verifying receipt of tax revenues.
  • Participate in development of MRA departmental goals, the Community Investment Program (CIP) and budget; coordinate with other City departments, as needed.
  • Prepare images, graphics, and maps for public meetings and informational purposes.
  • Perform other duties, as assigned.
  • Knowledge of project management principles, practices, and procedures, including budgeting, contracts, staff coordination, timeline management, facilitation of project design/development, structure, workgroups, implementation, etc.
  • Knowledge of GIS principles, applications, and database development.
  • Knowledge of, and ability to promote, department safety considerations, City safety policies, OSHA standards and guidelines, including risk management techniques to reduce exposure to injury, damage, and liability.
  • Skill in utilizing various computer software and databases, including Microsoft 365, ArcGIS, and AutoCAD software, with the ability to learn job-specific applications and equipment.
  • Skill in operating digital photography and videography equipment.
  • Skill in public speaking, with the ability to present data, reports, and other findings to a variety of diverse groups and individuals.
  • Skill in conducting research, collecting, sorting, and manipulating data for database development.
  • Skill in managing multiple projects with shifting priorities and timeline demands.
  • Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.
  • Skill in negotiating and communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
  • Ability to read and interpret plans, layouts, and contracts.
  • Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.
  • Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications, and support a positive team environment.
  • Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
  • Ability to learn departmental and City of Missoula practices and procedures, including Missoula Municipal Code, Montana Code Annotated, Montana State Prevailing Wage rates, and other federal, state, and local laws and regulations related to urban redevelopment, federal transportation funding programs, etc.
Working Conditions:
  • Work environment may involve occasional exposure to unavoidable seasonal weather, uneven and steep terrain, occupational hazards, construction hazards, and physical risks, which require following basic safety precautions.
  • Any combination of education and experience equivalent to six (6) years' experience in construction project management, community/real estate development, housing, or another relevant field.
  • Prior GIS experience preferred, but not required. If no prior GIS experience, the successful candidate will have the willingness to learn and become proficient.
