Office of Conservation - Injection & Mining Division
The Injection and Mining Division (IMD) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior, Office of Surface Mining.
Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.
LOCATION AND POSITION INFORMATION:
This Mineral Production Supervisor is located in the Injection & Mining Division within the Office of Conservation (OC) in Baton Rouge, LA. This position is responsible for overseeing the work of administrative personnel delegated the tasks of auditing for completeness and accuracy the various types and formats of information submitted by injection well operators statewide. Additional duties include, but are not limited to the following:
  • Conducts staff meetings, trains section staff in procedures and functions of the section as well as operational procedures and functions of computer system.
  • Supervises and directs staff in the administration of all relevant rules, regulations and procedures of the division.
  • Plans, schedules, coordinates, and supervises work of section staff in the comprehensive audit of documents and other Information submitted by injection well operators and perspective applicants.
  • Reviews and approves correspondence issued to injection well operators as necessary to resolve audit discrepancies.
  • Evaluates and verifies employee performance through the review of completed work assignments and the review of work techniques. Participates in personnel interviews and makes recommendations for hiring.
  • Performs an administrative audit of all operator-submitted reports and applications for completeness and accuracy prior to entry of the requisite data Into SONRIS.
  • Exercises considerable independence in problem-solving and decision-making relating to Form MD-10-RA (Amend Permit to Drill). This includes such things as instructing personnel on filing requirements to accomplish specific amendment action, requesting that additional documentation be obtained from applicant to finalize an application or asking that an inspection of particular wells be made by office personnel to determine on site condition.
  • Reviews Financial Security required for each well ensuring required documentation is in place prior to granting operator changes or Issuing permits to inject.
  • Administers compliance reviews to assure applicants, operators, and wells are fully complying with appropriate State regulations.
  • Assists the division's technical staff, public, industry and other state and federal government agencies in obtaining requisite data. Interacts with the public, industry representatives, and other stakeholders to resolve complex administrative problems relating to documentation, reports and permit applications.
  • Evaluates policy and procedure recommendations resulting from federal audits of the UIC program or when internal audits show that current internal procedures and policies are no longer applicable.
This vacancy is being announced as a classified position and is open to all qualified applicants. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion. Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in mineral analysis.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.

Supervises work of subordinates performing comprehensive review of documents submitted by the petroleum industry reporting production, storage, transportation, refining, and processing of oil, gas and other hydrocarbons, as well as the permitting, drilling, completing, testing and plugging and abandonment of oil and gas wells to ensure compliance with statutory regulations.
Reviews and approves all correspondence issued to petroleum industry as necessary to resolve discrepancies and address compliance concerns.
Confers regularly with agency management and petroleum industry personnel on regulatory matters.
Conducts training seminars for the petroleum industry to explain applicable rules, regulations, and procedures.
Conducts staff meetings as appropriate and provides training to subordinates.
Coordinates data and information between work units as necessary.
Analyzes special reporting problems referred by subordinates to determine correct procedures; confers with petroleum industry representatives and agency management on solutions.
Authorizes approvals of Form R4 (Authority to Transport Oil) and Emergency Authorization for movement of liquid hydrocarbons transported within the state.
Recommends suspensions of Authorization to Transport for any noted violations of the rules, regulations, and/or statutory requirements.
Reviews monthly activity reports prepared by subordinates and prepares analysis by districts and area.
Performs a comprehensive review of monthly expense accounts to ensure that additional expenses are verified by original receipts and charges are allocated to the appropriate cost center. Monitors travel expenses incurred, a balance of dollars spent for the fiscal year, and remaining available funds.
Provides input into developing the guide for the agency system in order to assist the public and industry personnel on using the system for reference and reporting purposes.
Prepares records of routine financial transactions and receives all monies; ensures accuracy and completeness of calculations, as well as proper authorization. Prepares daily bank deposit and provides documentation to the appropriate entities.
Maintains regular petty cash balance controls and reconciles as required. Works closely with applicable parties in resolving any discrepancies.
Serves as a system administrator for assigned work unit; updates and maintains the agency system as needed to enhance functionality for the work unit. Confers with agency management and/or the vendor as needed.
Completes special projects as directed by agency management.
