HCA is seeking a skilled leader to guide the evolution of the Medicaid Transformation Project (MTP) into its 2.0 iteration! This role involves partnering with federal entities, collaborating with external groups and internal colleagues, and establishing innovative Medicaid policies to shape healthcare statewide. From developing pioneering policies and innovative fiscal models and advising on complex policy changes, we need a strategic, thoughtful individual who navigates complex issues and leads diverse teams and resources for impactful health initiatives.

About the division:
The Policy Division at the Washington State Health Care Authority oversees the Medicaid Transformation Project (MTP), aiming to improve health and reduce costs for 2 million Medicaid enrollees. Collaborating with multiple agencies and communities, they're driving significant health reforms, securing a $4 billion renewal of MTP for five years. This interdisciplinary effort involves expertise in policy, finance, community engagement, and performance measurement to ensure MTP's success. About the position:
The Medicaid Transformation Project Director oversees negotiation and development of MTP's Section 1115 waiver renewal (MTP 2.0) and transition of the current MTP, aligning with CMS, Governor, and legislative mandates. Responsible for managing teams, compliance with CMS conditions, and projects totaling $4 billion, ensuring financial planning and direction of the Medicaid Quality Improvement Program. Requires Medicaid policy expertise, leadership, strategic decision-making, policy development, designing processes for distributing infrastructure funding, and executing waivers. Involves policy analysis, stakeholder engagement, cost efficiencies, and reforming healthcare for communities and low-income families throughout the state. Crucial in shaping statewide health policy and maintaining key relationships with stakeholders and national health organizations.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Operate and conclude the MTP and transition policies and programs into MTP 2.0, leading operations, partnerships, financial oversight, federal reporting, and evaluation.
  • Lead negotiations with federal partners for MTP 2.0's policies and programs, aligning goals with HCA strategies and involving stakeholders' perspectives.
  • Collaborate with DSHS and HCA divisions to develop rationale and potential modifications for MTP 2.0 policies and programs.
  • Develop financial policies and budgeting structures for MTP 2.0 in partnership with CMS, consultants, and HCA financial experts.
  • Coordinate across HCA divisions and state agencies for MTP 2.0, developing plans to implement innovative policies.
  • Develop how to strategically implement MTP 2.0, staging and activating new Medicaid program policies strategically using various authorities.
  • Manage MTP 2.0 operations with healthcare agencies, partners, and consultants statewide, overseeing project activities and budgets.
  • Establish an evaluation framework for MTP 2.0's performance, metrics, compliance, and potential outcomes and improvements.
  • Ensure legislative and CMS compliance for MTP 2.0, collaborating with federal agencies for audits and assessments.
  • Recruit, mentor, and lead project staff, oversee contractors, and communicate internally and externally to support MTP 2.0.
  • Monitor and assess MTP 2.0 implementation, ensuring quality, continuous improvement, and risk mitigation across projects.
  • Anticipate policy impacts, develop strategies, and advise executives, stakeholders, tribes, and legislative committees on health policy changes.
  • Plan, coordinate, and manage projects and resources for health policy initiatives and state-purchased health care.
  • Manage finances, forecast expenditures, anticipate budget changes, and prepare fiscal notes as needed.
  • Plan, negotiate, and execute future strategic renewals of MTP.

Qualifications
Required qualifications:
  • Master's degree in a health policy-related field with at least five years of progressive experience in health coverage policy and program development, including three years of experience specifically with Medicaid programs, Medicaid waivers, or managed care, supplemented by knowledge of private health care coverage and delivery system reform efforts.
  • Comprehensive understanding of local healthcare, health equity, health-related social needs, and federal laws impacting low-income populations, such as the ACA, and mechanisms for waiving federal rules.
  • Proficient in data analysis, interpretation for policy making, written and oral communication, and delivering presentations on complex policy concepts.
  • Proficiency in negotiation, coalition building, and consensus development.
  • Demonstrated persistence in achieving sustainable long-term goals.
  • Strong coordination and motivation skills to resolve critical health policy issues efficiently, including project, contractor, and stakeholder management.
  • Proficiency in Microsoft tools and analytic tools, including inferential statistics, along with the ability to develop and present stakeholder presentations and materials.

Note: Related experience may substitute year-for-year for education requirements.
Preferred qualifications:
  • Proficiency in systems thinking and planning.
  • Extensive track record in effectively managing intricate projects involving multi-agency groups and stakeholders.
  • Demonstrated expertise in developing and overseeing Centers for Medicare and Medicaid Innovation (CMMI) grants, state and national quality priorities.
  • Experience in managing federal grants, understanding state and national priorities, and historical context in Washington State health policy and federal law evolution impacting low-income populations.
  • Knowledgeable about Title XIX (Medicaid), Title XXI (CHIP), Title XVIII (Medicare), national health reform, Section 1115 Medicaid Demonstration waivers, and their impact on Washington's tribes.
  • Capable of conducting and interpreting research projects that involve the use of quantitative and qualitative statistics.
