UW Facilities manages the University's buildings, infrastructure, and land, with more than 1,100 employees in a variety of fields. Transportation Services provides innovative and sustainable transportation solutions that facilitate the educational, research, cultural and service missions of the University. TS supports the UW campus with the following: Parking, Transit, Bicycling, Walking, Rideshare, Fleet Services, UW Shuttles, and Projects & Construction.
We have an outstanding opportunity for a(n) Assistant Director of Transportation Facilities and Projects to navigate the competing priorities of stakeholders both across campus and externally to ensure the timely completion of complex projects. This role teams with external architects, engineers, and construction project managers on project deliverables and meets with vendors and supplies to discuss pricing, bidding, and project updates.
The Assistant Director of Transportation Facilities and Projects is responsible for the strategic planning, integration, and daily operational oversight and leadership of ongoing facilities projects for Transportation Services.
Transportation Services operations exceed $35M in annual revenue, and this position requires strong operational regulatory management. The successful candidate will work effectively with a wide range of stakeholders in their role as Assistant Director of Transportation Facilities and Projects; overseeing and managing renovation projects, representing clients, and developing the scope, schedule, and budget of construction and renovation projects from predesign to closeout.
Working directly with stakeholders, this individual will be the key point of contact for facilities across the Transportation Services and UW Facilities projects. This role is responsible for ensuring the on-time delivery of projects across campus which include diverse stakeholders throughout the University's community. From parking lots to garages, electrification infrastructure, corrective maintenance and construction, and daily operations this position manages all facets of Transportation Services capital projects, minor works, and repair, remediation, and replacement projects. A successful candidate will provide valuable stability to the institution through project management, strategic planning, and the management of initiation, oversight, and transfer to occupancy. This role will keep campus and project partners updated on project status and gather insights and investment from key leaders and will prepare and participate in the presentations and updates on campus-wide Facilities projects.
Primary Duties and Responsibilities
Project Management (60%)
• Manage multiple projects at various phases and in various locations, from project identification through design, approvals, permit issuance, construction, commissioning and overall project close out.
• Directly manage all aspects of capital projects by Transportation Services and our partners. Responsible for representing the client, coordinating the scope, setting the schedule and budget with the client and UW Facilities from predesign to closeout. Provide timely status reports to all stakeholders.
• Budget and forecast for all projects and manage initiation, oversight, and transfer to occupancy in collaboration with the Assistant Director of Finance for Transportation Services. Present project work to the monthly Transportation Services Capitol Improvement Project meeting to achieve approval and necessary funding. Obtain approval for changes to budget and schedule where required.
• Coordinate, review, and approve change orders; approve invoices, review projects for compliance with contract commitments, prepare project status and budget reports; prepare documents for review by institutional governing boards.
• Participate with other UW Facilities units in formation of given projects, including establishment of goals, budget, schedule, funding plan, and benchmarking.
• Participate in and support the space/asset management effort and functions to manage UW physical assets to produce highest return considering the Campus Master Plan, Land Use Plan, and ADA compliance.
• Responsible for ensuring that project data and reports are updated as required in various UW Facilities reporting databases.
Client Relations (20%)
• Represent Transportation Services and all its units on facilities projects involving the UW Facilities Project Delivery Group as the representative on the Project Working Team and on the Project Management Team. Meet regularly with the Director to coordinate Transportation Services goals and objectives for major projects.
• Conduct consultant selection processes; estimate fees, evaluate proposals, recommend consultant selection, negotiate and prepare contract agreements.
• Act as the key point of contact for Transportation Services regarding Facilities Maintenance and Construction work, as well as external contractor and vendor work. Provide status reports to the Director as needed.
• Direct the work of consultants to provide project design in conformance with project program, budget and schedule.
• Represent the institution to Federal, State and local funding, planning and regulatory agencies. Keep appropriate governmental and interest groups fully informed; organize and participate in presentations to institutional governing boards and committees.
Organizational Leadership (15%)
• Advise the Director on planning, allocation and management of the finances, facilities, staffing resources, AND PROJECTS managed by Transportation Services.
• Manage multiple major projects at any given time, including projects of departmental or institutional significance in addition to workgroup initiatives.
• Identify institutional policies and/or practices that affect Transportation Services activities and ensure productive resolution of operations, administration, and/or policy barriers to success.
• Participate with Transportation Services Leadership, ensuring that strategy and operations are coordinated among the department's varied and interdependent programmatic areas.
• Develop strategic and tactical planning, including short- and long-term goals and objectives.
• Translate and articulate the departmental organizational strategy to invested stakeholders and key constituents.
• Ensure organizational compliance with applicable laws and regulations.
• Interpret requirements; develop, document, and implement procedures; conduct analysis and reporting; implement or make recommendations for remediation or correction.

Requirements include:
• A Bachelor's degree in business, planning, engineering, the sciences or related fields
• Six to eight years' experience in facilities in positions of increasing complexity and responsibility
Demonstrated experience in helping to manage minor capital projects
• Demonstrated experience as part of a managing complex capital projects

• Demonstrated experience working both independently and in collaborative team environments
• Ability to prioritize and complete complex assignments efficiently and on time
• Demonstrated excellent client service skills and ability to work with people of various levels of technical background
• Excellent oral and written communication skills
• Excellent interpersonal and collaborative skills
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Master of Business Administration, Public Administration, Planning or related field
• Familiarity with UW's Facilities projects
• Some experience with space allocation in a constrained environment
• Experience in education, government, or not-for-profit organizations
• Possession of a valid Washington State driver's license.
Conditions of Employment:

• Regular and predictable attendance is required.
• While usual hours fall within standard business hours, work may be required during hours beyond standard business hours, including weekends
• Work is performed in a typical interior/office environment, however program management may include outdoor or fieldwork with exposure to the elements and variable weather conditions
