GENERAL DESCRIPTION:A highly skilled, technical position responsible for supervising and directing the operations of the Mechanic Shop and providing general repair and maintenance support services for Public Works Fleet and all other County equipment including automotive, heavy construction, and various miscellaneous equipment. Provides support to the Operations Supervisor.
ESSENTIAL JOB FUNCTIONS:The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
• Assures the County vehicle and equipment fleet are maintained in an acceptable condition for efficient and safe operation.
• Implement and monitor quality control and preventative maintenance programs.
• Determine and supervise the most economical and cost-effective way to repair and maintain equipment.
• Coordinate work priorities through cooperation with other departments and personnel.
• Ability to use computer software to diagnose and troubleshoot automobiles and heavy construction equipment.
• Assists with repairs and overhauls on Commercial Motor Vehicles, bulldozers, graders, loaders and other heavy construction equipment.
• Provides assistance in rebuilding, repairing, and installing electrical automotive apparatus, voltage regulators and other special equipment.
• Provides assistance in utilizing the current work order system to maintain records and reports on county assets.
• Provides mechanical oversight to ensure the efficient operation of the asphalt plant
• Coordinates with the Public Safety Fleet mechanic on any correlating activities
• Coordinates with the Operations Supervisor on the acquisition and capital purchases of vehicles and equipment
• Serves as an operator for transport truck or fuel truck on an as needed basis.
• Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.
• Follows consistently the Board policies and procedures.
• Responds productively to change and performs all other related tasks as directed.
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of the methods, materials, tools and standard practices of the automotive mechanic's trades.
• Knowledge of the occupational hazards and safety precautions of the trade.
• Knowledge of the operation and repair characteristics of a wide variety of public works equipment.
• Knowledge of automotive electrical systems.
• Ability to diagnose troubles in automotive and other public works equipment.
• Ability to understand and carry out oral and written instructions.
• Ability to follow automotive diagrams.
• Skill in the use of tools, machines and testing instruments of the trade.
• Ability to plan, assign, inspect and supervise the work of skilled and semi-skilled employees.
• Ability to coordinate with the Operations Supervisor on a preventative maintenance and equipment servicing program.
• Ability to maintain effective working relationships with co-workers, supervisors, managers, directors, Elected Officials, vendors, and the general public.
PHYSICAL SKILLS:
Must be able to remain in a stationary position for 10% of the time. Frequently operates various types of equipment to include, but not limited to hand and power tools. Frequently ascends/descends stairs, ladders and scaffolding. The person in this position frequently communicates with the public, vendors and co-workers. Must be able to exchange accurate information in these situations. Frequently moves materials and office equipment weighing up to 40 lbs. Occasionally works in outdoor weather conditions. Operates motor vehicle for up to eight (8) hours; of which four (4) may be continuous. Must be able to frequently position self to work under or around various items to perform maintenance tasks. Constantly inspects and assesses equipment, buildings and materials to complete daily tasks. Frequent exposure to moderately high noise levels. Frequently works indoor in an automotive repair shop. Potential exposure to chemicals associated with automotive exhaust and automotive repair in general. MINIMUM QUALIFICATIONS:EDUCATION AND EXPERIENCE:Graduation from an accredited high school or possession of an acceptable equivalent diploma. Eight (8) years of automotive mechanic and heavy construction equipment experience. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain a Florida Commercial Driver's License (CDL), Class A with no restrictions. Must possess a H-HazMat and N-Tanker endorsement.OTHER JOB-RELATED REQUIREMENTS:Disaster Essential.
