Title: Manager of Recruitment and LicensingFoster Care
Department: Foster Care Programs
Reports to: Director, Foster Care
Location: Statewide
FLSA: Exempt
Job Summary:
The Manager of Recruitment and LicensingFoster Care is directly responsible for all aspects of the home study and foster parent licensing process and overseeing the recruitment, training, and approval of foster parents. This includes but is not limited to the supervision of the Licensing Specialist throughout the application process, management of application systems and forms, assignment of home studies, and the SAFE supervision and review of home studies to prudently assess the appropriateness of foster home approvals and making sure the homes are in compliance with Wellroot Family Services’ policies and standards. Additionally, this position oversees the establishing of partners in the church and community to recruit foster families by the agency’s Recruitment Specialist.
Responsibilities:
  • To be knowledgeable of Wellroot mission and programs
  • To be competent in the Wellroot approval process and requirements of foster families in addition to state policy updates for the approval of foster families
  • To understand and meet compliance standards which govern the approval of foster homes as set forth by RCCL, DHS, and COA regulations
  • To ensure Recruitment and Licensing goals are met annually
  • To manage the tracking and compile the statistics related to foster homes to present the information in written form to be included in the annual report of the agency's services
  • To oversee the recruitment for foster families, with a planned strategy, for the purpose of expanding the service of Foster Care Statewide
  • To approve the readiness of a family to begin the home study process
  • To supervise Licensing Specialist, Recruitment Specialist, and contracted Home Study Writers
  • To provide direction regarding recruitment, licensing, and home study activities, coordinate timelines, and approval of processes
  • To provide direction to overcome barriers of applicants and communicate with applicant regarding any concerns to be addressed, alongside the Licensing Specialist and Home Study Writers
  • To ensure the provision of formal foster parent pre-service training to prospective foster parents
  • To oversee relationships with the church community, other community-based organizations, and families to promote and build awareness about the need for foster families
  • To participate in conferences and other training opportunities when requested by the Director of Foster Care
  • To maintain an understanding of the Foster Care/child welfare system
  • To understand and practice the use of appropriate confidentiality
  • To be a positive factor in public relations by representing the agency well in contact with visitors and people from the community
  • To follow all agency personnel procedural, policy, and philosophical manuals
  • To perform duties according to direction from the Program Director of Foster Care
Requirements:
  • Have a minimum of a bachelor’s degree from an accredited college/university, preferably in a human service or behavioral science field
  • Have a minimum of 3 years of experience of working in child welfare, and in a role that includes recruiting, training, or public speaking and presentations
  • IMPACT Certified, preferred
  • SAFE Supervisor Certified, preferred
  • Excellent organizational and writing skills
  • Must have the ability to work effectively under time constraints and potentially changing priorities
  • Must have the ability to communicate clearly and directly with Licensing and Recruitment Specialist and Contractors
  • Self-directed, detail oriented, problem-solver who is effective in creating structure in a challenging environment
  • Sound decision making skills and judgment
  • Superior proficiency and experience using Microsoft Outlook and Microsoft Office applications
  • Own, drive, and maintain an automobile in good working condition, receiving a reimbursement for agency business mileage
  • Some travel required
  • Understand that this job will require evening and weekend hours of employment
  • Agree to support the agency’s mission statement, organizational values and beliefs, and its quality assurance plan
Working Environment: This position is located at Wellroot Headquarters in Tucker, Georgia. The work is conducted in an office setting as well as in the field. The ability to maintain a flexible work schedule which will include evenings and weekends is required. Must be able to lift up to 25 pounds. Usually sits in front of a computer 70% of the time.
