Primary Job Duties and Responsibilities (Essential Job Function)
The Market Operations manager manages the team of resource managers responsible for real-time Market Operations for BHE Renewables' portfolio of generating assets. The manager builds a strong level of familiarity with regional reliability organization tariffs and North American Electric Reliability Corporation standards and ensures that resource managers are properly trained to assure compliance.
The manager develops tools to optimize market and operational performance and situational awareness. This position creates procedures related to the operation of new assets to ensure compliance with market and regional requirements and works with information technology, trading and other functions to prepare systems to meet compliance and marketing objectives.
Typical Duties:
- Manage day-to-day Market Operations activities by developing and leading resource manager staff to execute daily procedures and respond effectively to unplanned events. Conduct regular reviews of performance and identify opportunities for improvement.
- Serve as the primary operations contact for customers, transmission providers and regional reliability organizations.
- Monitor applicable industry standards and market development processes to analyze and assure compliance with new requirements. Implement training and procedures to assure effective cybersecurity practices.
- Develop and deliver training materials to support resource manager certification and performance.
- Manage disaster recovery facilities and business continuity exercises.
- Collaborate with new customers and markets to establish acceptable communications and operational procedures. Support acquisition due diligence with respect to contracts' operational requirements.
- Develop tools to improve financial performance and operational awareness (including human performance improvement tools). Identify opportunities to increase effective process automation. Lead the definition of requirements for and user acceptance testing of new or upgraded software tools.
- Act as an emergency back-up for resource managers on generation desk. Position may require working nontraditional hours.
- Perform additional responsibilities as requested or assigned.
- Train and obtain at PJM certification within six months and Balance and Interchange NERC certification within one year. This certification includes continuous education that requires completion of a minimum of 140 hours of NERC-approved training activities over a three-year period to maintain at least a Balance and Interchange NERC certification. Of this training, 30 hours must include simulated operations and 30 hours of training on NERC reliability standards; at least 32 hours of emergency training and other job-related seminars are required.
- Bachelor's degree in engineering, business administration or a related field or the equivalent combination of education and prior work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
- At least four years of experience with control center operations is required, along with knowledge of regional reliability requirements and balancing authority and regional transmission operating procedures.
- Effective interpersonal and advanced leadership skills to direct the activities of individuals and/or teams toward the accomplishment of goals.
- Effective analytical, problem-solving and decision-making skills to determine the best economic and operational alternatives.
- Influencing skills to negotiate coordination contracts and energy prices with other utilities.
- Excellent oral and written communication skills to provide explanations of procedures, practices, and policies.
- Accounting/finance skills to understand energy and capacity contracts and to develop accounting methods.
- Project management skills; ability to prioritize and handle multiple issues and projects concurrently.
- Experience with personal computer-based software, spreadsheet, word processing and database, is desirable.
