Job description

The Manager of Inpatient Nursing (ACU/ICU/CM) reports to the Inpatient Director of ACU/ICU/CM). The Manager of Inpatient Nursing is responsible for the oversight, planning, direction and coordination of services of the ACU, ICU and Care Management Department. The Inpatient Nursing Manager will be the subject matter expert for Care Management (CM) and Utilization Review (UR).

Responsibilities include staffing, training, performance management, compliance and fiscal management of departmental assets, and implementing and evaluating quality improvement plans.

 

Management Duties related to Care Management/Utilization Review:

  • Appropriately delegates responsibilities to the Lead CM/UR RN.
  • Manages and coordinates utilization management, clinical coordination, palliative care and discharge planning for assigned patient areas.
  • Develops and manages the CM/UR annual budget, identifying cost saving or revenue producing opportunities and ensuring responsible management of supplies, staffing and other resources.
  • Engages in strategic planning with the Director.
  • Assists Director in managing the daily/monthly budget performance.
  • Assists medical records and patient accounts with chart and charge capture review as directed.
  • Assures daily interdisciplinary care rounds occur, are efficient, and identifies safe discharge plans.
  • Works collaboratively with other departments (Medical Records, Admitting, Patient Accounts and Compliance) in the review of coding, utilization and discharge issues. 
  • Participates in and leads development of department mission, goals, polices, and procedures. Intricately involved and knowledgeable of the Internal Guidelines. 
  • Responsible for developing and maintaining positive relationships with post hospitalization care organizations. Collaboratively develops care plans to meet patient’s needs to ensure timely transfers to their organizations.
  • Maintains compliance with external requirements.
  • Has oversight of the CM/UR monthly schedule and approves PTO requests.
  • Provides an annual performance review for CM/UR staff members.
  • Prioritizes patients according to intensity, need, and required follow-up for CM/UR needs in collaboration with the CM/UR Lead RN.
  • Maintains a working knowledge of payer requirements. Develops collaborative working relationship with insurance case managers; negotiates on behalf of patient with third parties for cost-effective, high quality services and to maximize the efficient use of resources.
  • Ensure appropriate documentation of utilization management data. Seeks out CDI (Clinical Documentation Specialist or Interventionists) reports and reviews. Updates the Inpatient Director as appropriate.
  • Reviews clinical appeals with the UR Physician and Lead CM/UR RN to reverse items returned to us for lack of documentation or evidence supporting the UR stance. 
  • Reviews LOS greater than 5 days with hospitalists or other admitting physician for alternative care resolutions.
  • Acts as a clinical and administrative interface with all health insurance plans assisting with questions and problems for the hospital and patients. May delegate appropriately to the Lead CM/UR RN.
  • Perform other related duties incidental to the work described herein.

 

Management Duties Related to ACU and ICU

The Inpatient Manager will work under the direction and delegation of the Inpatient Director to assist with responsibilities of assuring excellent patient focused care by:

  • Assists Director in Implementing Quality strategies and tactics to reach the annual organizational and department goals.
  • Screens, interviews and hires staff as needed.
  • Facilitates completion of the orientation process for new staff members.
  • Develops staffing plan and reviews frequently to assure appropriate at Director’s request.
  • Assists Director with Rounds on new staff members evaluating the onboarding process, staff fit and making necessary adjustments to individual and overall orientation plans.
  • Assists with establishing and maintaining department specific onboarding process including departmental orientation checklist, competency evaluations and collaborating with Nurse Educator, preceptors and Clinical programs' coordinator for various educational needs.
  • Assists the Director to provide an excellent patient experience for all patients by implementing and enforcing initiatives, projects, programs and standards.
  • Utilizes the Shared Governance concept of nursing practice and decision-making in the department/s in collaboration with the Director.
  • Demonstrates knowledge of and enforces regulatory compliance with accrediting and licensing bodies such as DNV and the State Department of Health, along with hospital and patient care policies, procedures and standards.
  • Educates and coaches staff members with regard to department expectations and opportunities for improvement under the direction of the Director.

 

Manages daily operations of the department as delegated by the Director:

  • Creates and maintains staff schedules within productivity standards, budget and patient needs.
  • Serves as a resource, consultant with the Charge Nurse for daily scheduling, staffing needs and manages productivity.
  • Assists with direct patient care and charge nurse responsibilities as needed in emergent situations.
  • Monitors the department for tidiness and comfort and ensures daily tasks are completed.
  • Works to ensure that needed supplies and equipment are available, and orders essential supplies and equipment as needed.

Requirements:

  • A minimum of three (3) to five (5) years of experience in utilization review and discharge planning required, with previous supervisory or management experience strongly preferred.
  • Registered Nurse (RN) degree required from an accredited program.
  • Must maintain a current WA Registered Nurse license. Completion of BSN degree strongly preferred. 
  • Advanced certification as a Case Manager and/or UR is encouraged.
