Job Description

Job Purpose/Summary:  Responsible for providing direct support to vessel crews, port captains, and regional-level personnel in the execution of Foss Maritime Company safety programs. Serves as health and safety systems advocate for the marine fleet and shore side terminals. Position collaborates with marine operations management in the oversight of all health, safety, and environmental programs.

 

Essential Functions:

  • Vessel-level safety inspections and observations
  • Health and safety training to include collaborative development of Foss Maritime specific training.
  • Assists regional management in developing regional safety plans through the regional safety committees and operations management
  • Manages and facilitates safety reporting, including benchmarking, trending and production of monthly reports.
  • Drafts and distributes regular safety communications (i.e. Lessons learned, Safety Alerts, etc).
  • Manages Job Safety Analysis (JSA) library and reporting database.
  • Participates in and facilitates vessel safety meetings during on-site safety management visits.
  • Works with vessel crews to identify areas for change, which will lead to the reduction or elimination of safety or environmental risks and hazards.
  • Provides health and safety program reinforcement through presence aboard the vessels and in the marine regions.  Assists marine operations supervision with field monitoring and audits of various safety and environmental activities, including recognition of hazardous conditions and practices and the recommendation of control methods.
  • Conducts and facilitates safety training to include collaborative development of Foss specific training.
  • Represents safety department by attending various operations and committee meetings. 
  • Oversees regional compliance with local OSHA standards for aspects such shoreside heavy equipment certifications, compliance in the use of respirators and assuring that equipment operators are trained and or certified to local OSHA standards.
  • Responsible for Event Information System (EIS)
  • Conducts, facilitates and/or assists in incident and near miss investigations on vessels and within the marine operation’s regions
  • Manages the information flow of the EIS Report, Investigations and Lessons Learned between regional management and corporate management
  • Collaborates with marine operations management to develop, edit and distribute lessons learned and corrective actions communications by assisting in                                assessing the causes for specific recordable injuries when necessary and      recommending actions to prevent recurrence.
  • Facilitates revisions to the EIS program as necessary
  • Assist in the development of a shoreside EIS Program including terminals, line
  • Coordinates with regions to ensure compliance with environmental programs such as facility storm water management program where applicable in the region.
  • Coordinates with regions to ensure compliance with regional vessel and facility waste and HAZMAT compliance as per federal, state and other regulatory requirements

Knowledge Of:

  • English language necessary for oral, written and phone communications.
  • Knowledge of USCG and OSHA rules and guidelines
  • Personal computer skills, Windows, Word, Excel
  • General knowledge of various office machines
  • Requires background and experience in general safety, terminal and, marine transportation safety, basic industrial hygiene, incident investigation methods and relevant training topics and techniques.
  • Safety/environmental regulatory requirements, including local, state, and federal regulations.
  • Terminal, tug and barge operations, equipment, and duties of assigned personnel.
  • Internal audit procedures and practices.
  • Good command of English language necessary for oral, written and telephone communication.

 

Skills and Abilities:

  • Excellent communications and human relations skills.
  • Ability to build and maintain effective working relationships.  Ability to tactfully interact with a wide range of personalities and the ability to extract maximum level of effort, cooperation, and output from marine personnel.
  • Ability to organize workload and prioritize projects in an ever-changing environment.
  • Ability to work under pressure.
  • Ability to demonstrate high ethical standards of honesty and integrity to lead by example.
    Resourcefulness and creativity in order to identify and propose course(s) of action to a wide range of safety/environmental issues.
  • Attention to detail and analytical skills are necessary to evaluate compliance issues encountered during field activities.
  • Ability to organize and prioritize workload.
  • Public speaking skills necessary in making presentations and providing training to internal and external audiences, as will represent the company to customers.
  • Ability to conduct internal safety audits of management practices on vessels and within operations.
  • Must be able to perform duties with minimal supervision.

 

Minimum Qualifications:  This position requires a Bachelor’s degree in safety or engineering or similar field.  An appropriate professional certification (CSP), vocational training and/or terminal work experience (5-10 years) may be substituted for formal education.  A working knowledge of marine transportation is required.  Certifications to train CPR, first-aid, Blood Borne Pathogens and Hazwoper preferred.  Preference will be given to Maritime Academy grads.

 

Working Conditions:

Work is performed in environments ranging from outside to inside, noisy to quiet, hot to cold, and wet to dry as well as in normal office environments. Regular and predictable attendance is a requirement. Position may be required to work more than a normal work week. Extensive travel may also be required.

 

Physical/Mental Demands: While performing the duties of this job, the employee is frequently required to sit; use hands or fingers; handle or feel; talk and hear.  The employee is occasionally required to stand, walk and reach with hands and arms.  The employee must occasionally lift and/or move up to 25 pounds.  Ability to move between buildings, ascend/descend stairs and go outdoors in all kinds of weather.  Specific vision abilities required by this job include close vision and the ability to adjust focus.
