CITY GOVERNMENT
Long Beach is a full-service Charter City governed by nine City Council members who are elected by district and a Mayor that is elected at large. Elected officials also include the City Attorney, City Auditor, and City Prosecutor. The Council Members and the Mayor are subject to a two-term limit, which allows them to serve for a maximum of eight years. The City Council appoints a City Manager and a City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board, or Commission. The City Manager's Office is responsible for the administration of all City government departments, except for elected offices and the semi-autonomous departments. The City of Long Beach provides all traditional public services. In addition to its traditional services, the City also maintains one of the world's busiest seaports, which serves as a leading gateway for international trade. Long Beach also has its own full-service commercial airport and is one of only three cities in California with its own Health Department. Long Beach is supported by a total FY 2023 budget of approximately $3.2 billion, with the General Fund budget totaling $669 million. More than 6,000 full and part-time employees support municipal operations with the majority being represented by eleven employee associations. JOB DESCRIPTION:
The City Manager's Office is recruiting for a part-time, unclassified Government Affairs Intern, who will report directly to the Manager of Government Affairs. Under the supervision and guidance of the Manager of Government Affairs, this position will assist in conducting research to analyze state and federal public policies; track grant opportunities and support the development of advocacy materials for priority projects; draft reports and legislative position letters; and develop presentation materials related to policies that impact the City. Applicants must be a junior or senior enrolled in and attending university or a recent graduate. Interns work an average of 20-30 hours per week and become eligible for health benefits once the threshold set by the ACA (Affordable Care Act) is reached. These positions are capped at a max of 1,600 hours per year. These positions are unclassified part-time at-will assignments and are not subject to the rules and regulations of Civil Service employment.

SUCCESSFUL CANDIDATE WILL DEMONSTRATE
The ideal candidate is a current student who is interested in developing skills related to public policy analysis, research, and writing. Candidates should have course experience working on public policy development in Political Science, History, Public Administration, Public Policy, Sociology, or a related field.

The selected candidate will be appointed at the Senior Administrative Intern or Management Intern level based on education (number of units) and experience.
  • Senior Administrative Intern - Current enrollment in a bachelor's degree program in a junior or senior standing or enrolled in graduate-level courses. Includes recent graduates (within 1 year of graduation).
  • Management Intern - Current enrollment in a master's Degree program from an accredited college or university with 6 months of experience paid or volunteer.

  • Learn how to track state and federal legislation as proposals move through the legislative process
  • With support from the Government Affairs Analyst, help research developing public policy issues and articulate how legislation impacts City programs, operations, and services
  • Support the development of written analyses, reports, and letters related to legislation
  • Learn how to coordinate and facilitate inter-governmental relationships
  • Develop visual presentation materials on policy issues
  • Support the team in developing applications for state and federal earmark funding opportunities
  • Track grant opportunities and work with the Government Affairs team to develop advocacy materials for priority City projects
  • Help manage calendars and schedules for the Government Affairs Office
  • Monitor and update website content with bill position information, annual State and Federal legislative agendas, and contact information
  • Help draft communications from the Government Affairs Office, including a monthly e-newsletter with updates for the legislative delegation
REQUIREMENTS TO FILE:
Candidates must be a junior or senior enrolled in and attending university or a recent graduate. Candidates should have background knowledge of Political Science, History, Public Administration, Sociology, or a related field.
Copies (official/unofficial) of transcripts and degrees/diplomas must be included in the application package.
DESIRABLE QUALIFICATIONS:
  • Strong work ethic and attendance;
  • Strong writing and analytical skills;
  • Ability to review complex legislation and reports and summarize content in writing;
  • Attention to detail and the ability to maintain professional work relationships;
  • Interest in learning about public policy analysis;
  • Proficient in the use of Word, PowerPoint, Excel, and other software programs and applications;
  • Ability to communicate effectively, verbally and in writing;
  • Quick to adapt to new situations;
  • Available to work 10-15 hours per week during regular M-F, 9 a.m.-5 p.m. work schedule.
