This position works collaboratively with a dedicated team, collectively striving to comprehend the customer's business needs and realities. By understanding the customer's needs, the team can suggest, develop, and maintain the best possible technology solutions. In addition, this position contributes specifically to the mission of the ITD by to providing IT based products and services in support of the IT Core Team and the Agency's business priorities. Furthermore, this position will proactively identify and resolves problems, identifies opportunities for process improvements, and/or system development in support of the team's or agency's business needs.
The incumbent in this position provides application and technical solutions and will influence the groups' by enhancing their effectiveness and efficiency by introducing new or improved work processes, products, and services. This position will have the responsibility of collaborating with various teams to bridge their IT needs. Additionally, this role works closely with the Mainframe Services team to effectively integrate IT services and lead the team to ensure technical readiness. Furthermore, this role will also collaborate with peers, supervisors, system leads and leadership to help agency systems and services meet quality standards necessary to safeguards L&I's critical applications.
Duties
Duty: Application Development and Programming
Tasks include:
  • Support and enhance existing systems and applications using various technologies, languages and tools, Software Development Lifecycle Methodologies.
  • Support and enhance existing systems and applications using the following: Natural, ADABAS, LCM, NatClipse, Trim, JCL, COBOL, Endevor, TSO, CICS, CA7, IOF, IBM Utilities, EntireX, MQSeries, Java, VB.NET, and Visual Studio.
  • Design, develop, code and test on-line and batch IBM mainframe computer applications according to standards.
  • Design, develop, code and test web applications both internal and external facing applications according to division architecture and standards.
  • Works independently to analyze, troubleshoot, and resolve technology issues relating to applications, environment, platform, software, or hardware.
  • Participate on Incident Response and Problem Management teams to identify solutions to issues.
  • Troubleshooting and debug production incidents. Identify long term fixes, create service request for long term fixes.
  • Create technical estimate documents to be used by business partners to assist with prioritization efforts.
  • Develop test plans and test scripts.
  • Perform off-hours maintenance and updates for applications that this position supports.
Duty: Application Development-Process and Documentation
Tasks Include:
  • Use the software development lifecycle (SDLC) process to plan, analyze, design, develop, and test applications and application interfaces.
  • Ensure the delivery of technology solutions by using technology standards and procedures that are in alignment with the technology direction of LNI.
  • Document technical specifications, network diagrams, application functionality, deployment plans, and software release notes to fully support applications.
Duty: Application Development Research
Tasks Includes:
  • Research complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
  • Stay abreast of technical trends and issues as technology evolves.
  • Research emergent technologies and makes determination for use and implementation
Duty: Disaster Recovery
Tasks Include:
  • Participate in formal disaster recovery exercises.
  • Recover mission critical applications
  • Submit formal evaluation report and take appropriate actions to correct items needing improvements. As well as document any lessons learned.
  • Development of recovery procedures.

Qualifications
Required:
  • A Bachelor's degree or higher in Computer Science, or a closely related field AND four (4) years' of IT experience working fulltime in a professional environment such as: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, and providing technical customer support in IT.
OR
  • An Associate degree in Computer Science, Computer Engineering, or a closely related field AND six (6) years' of IT experience working fulltime in a professional environment such as: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, and providing technical customer support in IT.
OR
  • Eight (8) years' of recent progressive IT experience working fulltime in a professional environment such as: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, and providing technical customer support in IT and installing, implementing, maintaining and supporting mainframe applications with experience with ADABAS, COBOL, Natural, MQSQL.
Required Experience:
  • Qualifying professional IT experience is defined as experience in one or more of the following IT disciplines: Application Development Designing Computer Systems or Databases, and analyzing systems problems.
  • Six (6) years' of experience working with large mainframe IT systems.
  • Six (6) years' of advanced system level analytical and problem solving skills on an IBM mainframe platform.
  • Six (6) years' providing technical consultation services for IBM's database management system, and associate mainframe products, conducting system programming of database systems, providing technical consultation
    services, as well as configuration, and administrative experience.
  • Six (6) years' experience with JCL, TSO, TPX, CA7, ICETOOL, REXX and working with auditors to identify and resolve audit exceptions.
  • Working with auditors to identify and resolve audit exceptions.
Desired:
  • Experience in administrating IBM mainframe systems.
  • Six (6) years of expert level experience with JCL, TSO, TPX, CA7, ASSEMBLER, SQL, and Natural
    programming.
