EXCITING OPPORTUNITY!
The City of Superior is currently seeking applications for a full-time Light Equipment Operator in the Public Works Department - Street Division.
Driver License/Endorsement Requirement: Must possess and maintain valid Class B Commercial Driver's License AT TIME OF APPLICATION. The City will assist with upgrading to a Class A license, if interested
Starting Wage: $21.92. Opportunities to work in higher paying positions. Wage will increase 3% in January.Work Location: City Garage 2301 Hill Avenue, Superior, WI 54880
Work Schedule: Monday - Friday 7:00 am - 3:00 pm and as needed otherwise (40 hours/week).

DEFINITION:
Performs a variety of tasks requiring manual labor as well as skilled work of a varied nature in the operation of motorized equipment categorized as Light Equipment; does related work as required.
DISTINGUISHING CHARACTERISTICS:
Employees in this class perform a variety of tasks involving manual labor as well as in the operation of multi-purpose equipment requiring a degree of skill, especially in working grades and in operating equipment more efficiently and safely. Employees in this class are trained to operate the full range of Light Equipment but may be assigned to operate specific equipment for their assignment. Standard procedures are followed and the work is inspected periodically for safety and economy of operation by a supervisor. The Light Equipment Operator differs from the higher class of Medium Equipment Operator based upon the equipment operated, although, a Light Equipment Operator may train to operate higher rated equipment.
Employment Standards
TYPICAL TASKS:
1. Perform all work in a safe manner utilizing proper personal protective equipment (PPE).
2. Erect and maintain erosion control devices.
3. Maintain and clean facilities.
4. Assist in demolition site activities.
5. Assist in recycling activities.
6. Collect and dispose litter and windblown material.
7. Assist Engineer Technicians as required.
8. Assist Maintenance and Construction Division as required.
9. Assist in the dispersal of garbage receptacles.
10. Construct and maintain fences and signs.
11. Assist with tasks in relation to concrete operations by way of forming, pouring, and repairing.
12. Perform tasks related to traffic control by way of driving/operating an arrowboard truck, and/or a dump truck with a trailer attenuator.
13. Operate a scissor lift or forklift with proper training.
14. Screen conveyor.
15. Fuel, clean, grease, maintain, and inspect trucks and equipment.
16. Maintain outdoor ice rinks by way of plowing, flooding, brooming, snowblowing, and shoveling. Repair hockey nets as needed.
17. Maintain ice rink facilities including cleaning buildings, and splitting/delivering firewood.
18. Perform tasks in relation to turf maintenance operations by way of mowing, line trimming, edging, seeding/mulching, and raking.
19. Maintain gardens using a roto-tiller and other miscellaneous hand tools.
20. Remove/cover graffiti.
21. Empty garbage receptacles.
22. Perform tasks in relation to ballfield maintenance by way of placing and leveling aglime, dragging infields, placing and removing bases, mowing outfields, chalking baselines, and line trimming
23. Perform painting tasks as needed using non-commercial power and hand tools.
24. Perform confined space entry with training and utilizing all related safety equipment.
25. Assist in steaming of culverts and drains.
26. Assist in jetting/vactoring operations.
27. Transport equipment, construction supplies, and materials.
28. Assist in the repair, rehabilitation, and replacement of structures and pipes.
29. Operate a jackhammer.
30. Perform general inspections of collection system as required.
31. Operate trailer mounted pumps and a trailer mounted pressure washer.
32. Remove snow from city lots, paths, sidewalks, and streets/alleys using a pickup truck with a plow or a dump truck with a plow and wing.
33. Perform fall and spring cleanup operations by way of removing brush, refuse, and rakings from city streets and alleys.
34. Perform tasks in relation to asphalt operations by way of patching, hauling asphalt, flagging, and other miscellaneous labor activities.
35. Haul materials, supplies, equipment, and trailers using a truck with a GVWR over 26,000 pounds requiring the possession of a Class B CDL.
36. Broom paths and sidewalks using a tractor with a broom attachment.
37. Perform mowing on vacant lots, roadsides, and trails using a tractor equipped with a side or rear mounted mower.
38. Perform tasks in relation to tree operations by way of dragging brush, operating and feeding a wood chipper, marking trees for removal, hauling material using a dump truck, site cleanup, and assisting in tree planting.
39. Use a variety of hand and power tools.
40. Operate a variety of equipment, as required.
41. Observe safety precautions so as to prevent accidents to crew and equipment.
42. Perform related duties as assigned.
43. Refer construction or assignment related problems to Working Foreman for resolution.
44. Refer problems and citizen complaints to the supervisor or division manager for resolution.
45. Respond to emergency and overtime call outs as required, performing necessary activities and referring questions or problems to the Working Foreman or Supervisor.
46. Complete daily logs, work orders, inspection reports, surveys and other records or reports as required, providing complete documentation of necessary information.
47. Operate an easement jetter.
EMPLOYMENT STANDARDS:
Knowledges:
Working knowledge of:
  • Road maintenance and construction procedures, materials, and equipment.
  • Occupational hazards and the safety precautions for performing Light Equipment Operator tasks.

Ability to:
  • Operate multi-purpose motorized equipment in a thorough, effective and efficient manner.
  • Use and care for tools and equipment used in the general maintenance, construction and repair work.
  • Understand and follow oral and written instruction.
  • Establish and maintain effective working relationships with supervisors, co-workers and the public.
  • Make minor repairs and adjustments of equipment.
  • Keep records for billing purposes.
  • Work under adverse weather conditions.
  • Safely lift 60 pounds from ground level to overhead level.
  • Perform the physical requirements of the position.

Requirements/Special Requirements
REQUIREMENTS:
Training and experience: Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:
Equivalent to high school graduation or possession of GED certification and six months experience performing laboring tasks in the operation of road equipment and in road construction or maintenance.
SPECIAL REQUIREMENTS:
Skills Test Requirement: Operation of multi-purpose Light Equipment.
Driver License Requirement: Must possess and maintain valid Class B Commercial Driver's License. Parks and Recreation and Street and ESD Collection Unit employees must in addition maintain a tanker endorsement to drive tankers.
Residency Requirement: No residency requirement.
Background Investigation Requirement: Must pass a background investigation as required by U.S. Department of Transportation standards.
Post Job Offer Medical Examination Requirement: Must pass medical examination as required for the occupation unit including a lifting capacity test.
Drug/Alcohol Testing Requirement: Must pass pre-employment drug screen and will be subject to drug/alcohol testing as prescribed by U.S. Department of Transportation standards.
Benefits included with this position:
1) Health/Dental Insurance: Will be effective the first of the month following 30 days of employment. The 2024 monthly health/dental insurance premiums (employee portion is 12.6%) to be deducted from the first 2 paychecks each month:
Single: $142.66 (2 deductions of $71.33)
Employee + 1: $298.14 (2 deductions of $149.07)
Family: $456.44 (2 deductions of $228.22)
The City has a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The 2024 annual deductibles are: $3,200 for Single coverage & $6,400 for Employee+1 or Family coverage. The City will contribute $1,600/$3,200 of that annual deductible into your Health Savings Account (HSA) for 2024, which will carry over if not used and is always yours to use until spent. There is no proration on the deductible or the City's contribution.
2) WI Retirement System (WRS) The WRS is among the best funded and best managed public pension systems in the country!: You will be required to make contributions to your WRS benefit at 6.9% (in 2024) of your gross wages. The City will contribute the balance of this benefit, 6.9% in 2024 (13.8% going into your retirement!). Wisconsin statutes prohibit opting out of the WRS benefit.
3) Life Insurance: To be effective the first of the month following 30 days from the date of hire. Basic coverage (= 1 x annual salary) paid by City (must enroll to receive), ability to purchase four additional units of coverage (= 4 x annual salary) plus spouse/dependent coverage.
4) Paid Time Off:
Sick Leave: For newly hired employees, will accumulate one sick leave day/month and is available immediately as accrued.
Vacation: For newly hired employees, seven days of vacation will be prorated from date of hire for use immediately.
Holidays: Eleven holidays off with pay each calendar year plus three floating holidays.
Longevity pay when eligible.
