Description
Performs responsible administrative advanced paraprofessional work providing customer service, circulation, programming and other activities in the municipal public library. Participates in planning and execution of programming for all patrons including children's reading and Summer Reading programs; special events; outreach programs; adult book clubs; etc. Also provides customer service in the circulation, reader's advisory, and general provision of library services.
Examples of Duties
Essential
  • Develops community service activities and promotes patron events; facilitates meetings, programs, outings and activities.
  • Plans and organizes the children's and youth programs and activities including Summer Reading Program, preschool story time, after school care story time, and other related children's programming; prepares crafts, puppets and other audio-visuals; markets programs through displays, fliers, brochures, and social media.
  • Assists in collection development including reading, investigating and recommending books and materials; establishes attractive displays; plans and presents various programs or themes; keeps collection current; maintains inventory of craft supplies.
  • Hosts on-site book club; selects book and facilitates group discussion; plans supporting activities such as movie outing showing for book.
  • Coordinates activities for Summer Reading Program; follows state guidelines; researches and recommends titles; establishes schedule and organizes activities such as scheduling guest speakers and soliciting prizes; reads books to groups.
  • Assists and instructs patrons on a variety of services: eBook registration, NC Live, computerized catalogue/index, microfilm and microfiche readers, copiers, public computers and Internet; directs patrons to various parts of the library; monitors patrons for adherence to library policies.
  • Serves at the customer service desk; checks books, videos, and other material; enrolls new patrons; issues new and replacement cards; receives fees/fines; updates patron database.
  • Assists patrons in reader's advisory and location of different types of books, research or reference materials, selection of books, films, equipment and videos; forwards patron book recommendations to Library Director
  • Adheres to policies and procedures related to checking books, fees and overdue charges, waivers, registration, loan periods and renewals, book/material reservations, and lost books; calls patrons when regarding reserve materials and overdue books.
  • Verifies, sorts, and shelves library books and other materials; maintains shelves in proper; retrieves books from curbside drop; processes requested materials.
  • Updates, inputs, and locates information on personal computer; compiles data and generates reports.
  • Answers phone and email; responds to questions; provides information on servicess, directions, and events.
  • Processes books; applies barcode, pockets, labels, and cover.
  • Mends, prepares and processes books, periodicals, and audio-visual materials; keeps periodicals display current; replaces damaged and lost books.
  • Assists with library opening and closing procedures, processing new supplies, sorting and delivering mail and materials, photocopying, and faxing information.

Additional
  • May visit schools and senior centers to read stories or donate books.
  • Performs related tasks as required.

Typical Qualifications
Graduation from a community college with coursework in a related field and experience in a library; or an equivalent combination of education and experience.
Special Requirements:
  • Driver's License required.

Supplemental Information
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, standing, walking, reaching, grasping, fingering, talking, lifting, bending, pushing, pulling, feeling, hearing, and repetitive motions.
Must be able to perform medium work exerting up to 50 pounds of force occasionally; up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
Must possess the visual acuity to maintain records, read book spines, count monies, operate a computer, and to determine the accuracy, thoroughness and accuracy of work performed.
Scotland County offers a wide range of benefits, including healthcare, supplemental plans and retirement programs.
Health
We offer a high-deductible health plan with a $3000 deductible (Single). This program includes a Health Savings Account (HSA). Employee only coverage is completely funded by the County, PLUS the County contributes $1000 to the HSA annually.
Dental
Our dental plan provides for preventive services, such as cleanings each year, at 100%. There is a $25 deductible for other services. Basic services pays at 80% and other major services at 50%. The County contributes $14.47 per month for employee coverage.
Voluntary Plans
Employees may choose from a variety of plans arranged through Mark III Benefits. These include AFLAC Accident, Critical Illness and Hospital Indemnity plans; Allstate Cancer; Texas Life Whole Life; and Superior Vision plans. In addition we offer Short-term and Long-term disability.
Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
Retirement
Pension is offered through the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account. The County also contributes at 7.58% (law enforcement 8.25%).
401(k) and 457 are supplemental retirement plans administered by Empower. For the 401(k) plan, employees contributing a minimum of 1% are eligible for the County contribution of 2.5% toward their account. Employees contributing at least 3% or greater are eligible for a County Contribution of 3%. Law Enforcement Officers receive a 5% County contribution. The 401(k) plan offers both pre-tax and Roth after-tax contributions. The 457 plan is tax-deferred with no minimum contribution requirements.
Longevity Pay
The County offers longevity pay to employees with at least 5 years of continuous service.
