POSITION DESCRIPTION: Coordinates with several local agencies and Program Management Office in all aspects of contract administration for Local Area Program (LAP) projects. Provides guidance and assistance to local agencies in the administration of LAP projects including the overall contract administration applicable to contract modifications, final estimates, material certification, including sampling and testing of materials, Equal Employment Opportunity (EEO), On-the-Job training (OJT) and Labor Law compliance. Ensures project issues requiring Florida Department of Transportation (FDOT) input are resolved in a timely manner to avoid delays to the project.


Reviews Local Agency Program Project Administrator field decisions, which include contract and specification interpretation, changed conditions, supplemental agreements, claims and/or disputes to ensure compliance with Construction Administration chapter in Local Agency Program Manual.


Administers projects constructed under task work order driven construction contracts. Conducts pre-construction meetings and coordinates with the Engineer of Record and the contractor in the execution of each project. Reviews plans for constructability. Tracks contract time and money and provides daily documentation required for completing the project final estimate. Performs necessary contract administration including processing Supplemental Agreements and Time Extensions for the construction contract, planning construction employee and Construction Engineering Inspection (CEI) workloads, workflows, deadlines, work objectives and time utilization.


Maintains files including the Resident Compliance's "EEO Compliance Closeout Package" for each local agency project. Ensures that files contain all Quality Assurance Reports (QAR), all training sessions, daily diary for each site visit that documents Local Agency Program field decisions, Quality Assurance/Quality Control (QA/QC) inspection completed guide list, contract administration relating to EEO, OJT and Labor Law compliance, all material independent verification and other inspection reports which document that the local agencies are administering the construction contract to an acceptable level.


Performs Quality Assurance Report (QAR) reviews for Maintenance of Traffic using State Construction office QA/QC and inspection guide list for Americans with Disability Act (ADA). Checks for agency's compliance as required in the "Big 4" specifications and approved modified FDOT specifications.


Conducts plan reviews to ensure that the Local Agency Program plans adhere to FDOT standard specification, Local Agency's "Big 4" specifications, and approved modified FDOT specifications.


Represents the operations center at all meetings concerning ongoing and future push-button contracts and attends preconstruction meetings for all LAP projects in Palm Beach County.


KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the concepts, terminology, and principles of road and bridge construction. Skill in the interpretation of CEI and construction contracts, FDOT Standard Specifications, Roadway, Traffic Design Standards, Construction Project Administration Manual (CPAM), Basis of Estimates, and Florida Sample Testing Manual. Skill in the use of personal computers in a Windows environment using Microsoft Word, Excel, and mainframe applications. Ability to make sound engineering judgements and decisions regarding plans and specifications. Ability to organize documentation, prepare reports, and maintain records. Ability to communicate engineering information effectively orally and in writing. Ability to work independently and with minimal supervision. Ability to establish and maintain effective working relationships with others.


OTHER JOB RELATED REQUIREMENTS: Incumbent must take and pass Construction Math, Plans Reading and Intermediate Temporary Traffic Control MOT) within the first six months of employment and maintain it.


MINIMUM QUALIFICATIONS: A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
