Job Description
Project: PG&E Crossbore Project
Pacific Gas & Electric ("PG&E") anticipates completing inspections on all accessible at-risk sewer assets within 36 months. The Junior Engineer will ensure that project video files are transmitted with the correct metadata and are uploaded to Wincan. They will then complete Lateral Assessment Certification Program / Pipeline Assessment Certification Program ("LACP/PACP") coding of those inspections and designate assets for repair or cleaning as needed. If the 5201 determines there are potential crossbores, they will communicate with PG&E to facilitate repairs and inspect the work in the field. The 5201 will also identify, categorize and resolve obstructions by producing detailed reporting and communicating findings to the appropriate program or contract. There are many locations in CCSF where access to sewer assets is complicated. In some cases, the impediment can be physical, including damaged, missing or obstructed access points like vents and manholes. In others, it can be operational, including San Francisco Municipal Transit Agency ("SFMTA") transit activities like cable cars or light rail. Lastly, obstructions in the sewers themselves like tree roots or offset joints can block cameras. These impediments must be identified, categorized and resolved to allow for inspections to be conducted. The Junior Engineer will help perform these tasks, and then review the resulting video inspections.
In addition, the Junior Engineer will partner with sewer operations ("SOPS") staff to field verify catch basins, culverts, manholes and sewer asset locations and connections. The 5201 will also use a custom app to help SOPS log constraints that can affect the ability of field staff to conduct asset management activities like cleaning and inspection. Where actual conditions do not match Geographic Information System ("GIS"), the Junior Engineer will work with GIS staff to correct the asset registry prior to scheduled inspections so work orders and videos can be assigned to the proper asset.
Qualifications
1. Possession of a baccalaureate degree or graduate degree from an engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET) with a major in the field of study related to Civil, Mechanical or Environmental Engineering;
OR
2. Possession of a baccalaureate degree or graduate degree from a non-ABET accredited engineering program with a major in the field of study related to the specialty area defined for each position; AND possession of a valid Engineer-in-Training certificate issued by the National Council of Examiners for Engineering and Surveying (NCEES).
Required Engineering Degrees per specialty:
Civil: Architectural Engineering, Civil Engineering, Environmental Engineering, Geotechnical Engineering, Sanitary Engineering, Structural Engineering, Traffic Engineering, Transportation Engineering, Water Resources Engineering, or Engineering Management
Mechanical: Aeronautical Engineering, Aerospace Engineering, Materials Engineering, Mechanical Engineering, or Mechatronics Engineering
Environmental: Bio-chemical Engineering, Chemical Engineering, Civil Engineering, Environmental Engineering, Industrial Engineering, Mechanical Engineering or Sanitary Engineering
OR
  1. Possession of a Professional Engineer (PE) license in the field required for each specialty from the California Board of Professional Engineers, Land Surveyors and Geologists

AND
  1. License: A valid California driver license.

  • Master's Degree or Equivalent in Civil, Mechanical or Environmental Engineering from an Accredited Program
  • California Engineer in Training or Professional Engineer certification in those disciplines
  • NASSCO PACP/LACP Training Certification
  • Experience in wet utility design, construction, operation, or asset management
  • Confined space entry or traffic control training and/or experience
  • Education and/or experience in hydraulic design, pipeline construction or inspection
  • Skill or training with CAD, GIS, CMMS
